MINUTES OF MEETING OF ELTON PARISH COUNCIL HELD IN THE HIGHGATE HALL ON TUESDAY 20TH MARCH 2018 COMMENCING AT 7.30 P.M.

PRESENT: Cllrs Donoyou, Holman, Langlands, Rankmore, Smith and Strowbridge.

IN ATTENDANCE: Mrs W Gray Parish Clerk, County Councillor Simon Bywater and 4 members of the public.

1. Apologies for Absence:
District Cllr R Mathews, Parish Cllrs Cummins, Gentry and Porter.

2. Declaration of Interest:
None.

3. Minutes of 20th February 2018:
Cllr Donoyou proposed above minutes were signed as a true an accurate record of events of the meeting, seconded Cllr Rankmore, all in favour.

4. Matters Arising from above minutes – update:
HDC Grass Maintenance – We are still awaiting response to our request.

5. Sibson Garden Village:
No further update. Nominated Cllrs meeting with HDC on 23rd March re Neighbourhood Plan and hopefully will have the possibility of talking to officers about Sibson. Parish Council are totally supporting HDC.
Cllr Smith read out report re proposed developments near the new Oxford/Cambridge rail link (St Neots) the thrust of development in the District will be in this area and this reinforces what HDC have previously advised us.

6. Street Lighting:
Grant approved – thanks expressed to Cllr S Bywater for putting Elton on the map, and huge thanks to Cllr Donoyou for his considerable hard word work. Our prospective contractor is meeting Cllr Donoyou and others in April – we have start date of May – between then and now we need to sort our Contract and Spec etc.

7. YTD/monthly accounts v budget:
All Cllrs read new budget – no comments received.

If we spend budget as planned reserves will be £14962. Cllr Smith proposed, seconded Cllr Langlands that budget is accepted, all in agreement.

Lighting Maintenance and supply (Eon) – both items need to be looked into in the future. Cllr Donoyou will discuss with new contractor.

9. Highways:
Cllr Smith has written to Andy Preston (will keep contact going) i.e. work on A605.
In February potholes in Wansford Road were filled, re surfacing works to be done later in the year Cllrs expressed the opinion that it had not a good job so far and potholes will have to be re done before road re surfaced.

10. Planning:
18/00412/S73 – Amendment to application 17/00891/FUL for the replacement the approved drawings with the ones that accompany this application to reflect the as-built situation and revised positioning of the stables with the site area at Billing Brook Barn, Oundle Road, Elton – Response:
Parish Council have no observations to make.

11. Huntingdonshire Local Plan 2036: Proposed Submission:
At meeting on 23rd March will find out more information.

12. Trees/Verges and Footpaths:
• Iron Bridge – Elton Nassington – Court hearing is fixed for 3rd April – Cllr Donoyou preparing statement and proof of evidence.
• Elton Lock to Warmington Lock towpath – No progress since last meeting.
• Northamptonshire Greenways – meeting postponed.
• HDC proposal to handover Grass Maintenance – item for next agenda.

13. The Moorings, Elton:
As Cases taken to Ombudsman cannot be made by Parish Councils has been taken by The Elton Society. Cllr Donoyou propose we write to ENDC and fully support ES with their actions. Cllr Donoyou will draft letter in conjunction with Fotheringhay Parish meeting.

14. Village Plan:
Report after meeting on 23rd March.

15. Elton Garden Centre:
Nothing further to report – rumour someone is interested.

16. Village Shop:
The prospective new tenants have announced their intentions for the shop via social media. Cllr Holman has also met them at the Estate Office.

18. Reports from Councillors:
Cllr smith reported he has now received a response from our MP concerning the letter sent to Mr Javid the Communities Minister on 19th February – copy given to Cllr Donoyou for his meeting on 23rd March.
Black Horse car park
Agreed at last meeting Cllr Donoyou would meet with the Estate, their planning consultants and HDC to look at Black Horse Car Park Planning Application. The Conservation Officer attended site this week –and following this the application has been withdrawn. Cllr Donoyou commented in his opinion that any new application would stand a far better chance if it was tied to a Community Benefit such as
• parking for school parents and demonstrable school support
• the need to demonstrate that every effort will be made to ensure parents comply with new facility. The PC are going to be applying for yellow lines in various places along Overend which will severely limit parking on the road.
• A crossing facility as part of the application
• use of surplus top soil to repair damage to grass verges.
• Measures to enhance the conservation area, such as repainring / rebuilding the frontage stone wall
• Tree protection.
Cllr Rankmore requested that the police (Police & Crime Commissioner) be approached to clarify how we can enforce parking restrictions once the yellow lines are in place. We will copy in Cllr Bywater in to any correspondence to obtain police support for planning application, road safety issues. Cllr Donoyou will contact all when proposal comes together. There are many issues to be resolved to overcome the conservation objections but Sir W Proby and Cllr Donoyou left the meeting with the belief that a strong case can be put forward jointly by the PC and EE and a successful outcome should be possible.

Kingscliffe Project – currently on hold.

MINUTES OF MEETING OF ELTON PARISH COUNCIL HELD IN THE HIGHGATE HALL ON TUESDAY 16TH JANUARY 2018 COMMENCING AT 7.30 P.M.

PRESENT: Cllrs Cummins, Donoyou, Holman, Langlands and Porter.

IN ATTENDANCE: Mrs W Gray Parish Clerk and 4 members of the public.

1. Apologies for Absence: District Cllr R Mathews, County Cllr S Bywater, Parish Cllrs Gentry, Rankmore, Smith and Strowbridge.

2. Declaration of Interest: None.

3. Minutes of 19th December 2017:
Cllr Donoyou proposed above minutes were signed as a true an accurate record of events of the meeting, seconded Cllr Langlands, all in favour.

4. Matters Arising from above minutes – update: Proposed Medical/Community Hub Development at Kings Cliffe, East Northants – a presentation will be given at our February meeting.
5. Sibson Garden Village: Letters have been sent, Cllr Holman will forward a copy to all Cllrs for their attention. Cllr Langlands updated on where we are on the website.
6. Street Lighting – progress report: Cllrs Holman and Donoyou meeting with HDC to present our case on 17th January 2018 (tomorrow).

7. YTD/monthly accounts v budget: Everyone has seen Cllr Rankmore’s email re any further projects (last chance to include in Budget) – Cllrs confirmed had no further projects to put forward.

9. Highways:
• Pot holes to be filled up to 30 mph Wansford Road – road due to be closed for one week.
• Green area opposite Wedgegate House tarmac has been roughed up – suggestion of sign “Unsuitable for HGV’s” both sides of Red Bridge – Cllr Cummins to draft letter to CCC and NCC.
• Surface Drain outside the Crown – when is it to be re done.

10. Planning:
Letter from EE – received planning permission for The Smithy.
EE – planning for Mill House to raise garage that was demolished i.e. is there a time limit – Cllr Holman will pick up with EE.
Peterborough Local Plan – response to be sent.

11. Huntingdonshire Local Plan 2036: Proposed Submission – The PC noted the formal comment in response to the second consultation, namely that the Local Plan as it stood was supported and any amendments to include Sibson Garden Village were strongly objected to. As agreed previously, the parish council need to progress the Neighbourhood Plan quickly, and if possible in parallel with the next stage of the Local Plan, so reinforcing the PC’s position at any future examination in public. Register comments on HDC portal – plan is sound. Parish Council formulated words “we fully support HDC Draft Local Plan”.

12. Trees/Verges and Footpaths:
• Iron Bridge – Elton Nassington – NCC have sent some information to the solicitor but not all that was requested has been sent.
• Elton Lock to Warmington Lock towpath – Cllr Donoyou was approached by Warmington Footpaths Officer – Warmington Parish Council would like to assist in our claim. Parish Clerk to find original Warmington resolution agreed i.e. Cllr Burgess Era and forward to Cllr Donoyou, two objections received i.e. landowner and Environment Agency (safety).
• Northamptonshire Greenways – due to attend meeting on 31st but this meeting has now been postponed for the time being –NCC putting together information parishes sent to them. Suggestion – EPC talk with WPC?
• Footpaths – Back Lane to Brawn Way in a bad state of repair – further request to be made to highways.
• Verges – when School House is finished the developer is going to put right grass verge – request to be made of HDC for white posts to be installed again.

13. The Moorings, Elton: Letter sent 2nd January from two Parish Councils – may help to speed things up. PC/ES continue to work together – email received from officer muddled and mis-informed; in addition it seemed to be an admission of liability from local authority. Suggest we contact ward councillor i.e. seeking meeting with Chief Executive and herself asap – meeting would have to involve Fotheringhay (Parish Meeting/ENDC), Elton Society would also be interested to have a representative attend. “We want a meeting with Chief Executive because District Council has admitted liability, still wrong in what they are saying”. Cllr Donoyou will liaise with Parish Clerk (copy in John Davis). Need to have formal resolution that is minuted, Cllr Donoyou proposed, seconded Cllr Langlands, all in favour.

14. Village Plan: Elton Society have been in touch and would like to be part of the process – hoping for some sort of presentation, could be part of their AGM in June! The Parish Council welcome as part of the process. To be able to publicise notification and resolved to set up group, need to talk to HDC Planning to start process off. Cllrs Langlands, Gentry and Donoyou (sub group) to contact HDC. Cllr Donoyou will contact HDC and arrange meeting and report back at next meeting.

15. Village Shop: Cllrs Holman and Donoyou meeting with EE 19th January. No further offers – have two viewings this week. We will need to have a village meeting on this subject i.e. resolution, “what do you want”.

MINUTES OF MEETING OF ELTON PARISH COUNCIL HELD IN THE HIGHGATE HALL ON TUESDAY 21^ST NOVEMBER 2017 COMMENCING AT 7.30 P.M.

 

PRESENT:  Cllrs Gentry, Holman, Langlands, Porter, Rankmore, Smith and Strowbridge

 

IN ATTENDANCE:  Mrs W Gray Parish Clerk, (County Cllr S Bywater arrived at 7.50 p.m.) and 7 members of the public.

 

1. Apologies for Absence: District Cllr R Mathews, Parish Cllrs T Cummins and R Donoyou.

 

2. Declaration of Interest: Cllrs Holman, Langlands and Rankmore (Middle Street and Church View House).

 

3. Minutes of 17^th October 2017:

Cllr Langlands proposed above minutes were signed as a true an accurate record of events of the meeting, seconded Cllr Gentry, all in favour.

 

4. Matters Arising from above minutes – update:

Connection Bus Project – further information requested awaiting response.

Voluntary Funding Event – Rutland – further information requested awaiting response.

 

5. Sibson Garden Village:

As Cllr Matthews was unable to attend meeting she had forwarded following report – “The Local Plan being put forward will be in the public domain on the 5^th December. It will go to Overview & Scrutiny Committee on the 12^th December followed by Cabinet on the 13^th December.

It will then be published for Public Consultation on the 18^th December for approx. 6 weeks (extra to cover Xmas period) and will end approx. end of January 2018 after which comments will be considered and after representations the Final Version will be given to the Planning Examiner on the 29^th March 2018.

At present I am reliably informed that Sibson is not one of the choices for development sites.

As you know I am completely on the side of the residents of Elton/Sibson-Stibbington, Chesterton & Alwalton who will all be affected if this development went ahead and will continue to work for the benefit of the Villages I represent.”  Cllr Rita Matthews.

 

Cllr Holman advised should encourage residents to respond to HDC.

 

Cllrs Gentry and Langlands have met again with Angus re resurrecting website, website is now working, Cllr Holman will send out email with link to the site once has been advised by Cllr Langlands.

 

Cllr Smith read out letter received from our MP which needs to go on to the website.

 

It was proposed by Cllr Rankmore that we put £5000 aside (to fund out of reserves) for representing the village’s interest in any forthcoming enquiries assuming Sibson is not included in the plan .

 

6. Street Lighting:

Waiting to hear from County Council feedback from our LHI proposal, CCC have acknowledged receipt.

 

7. YTD/monthly accounts v budget:

Current update reported to Cllrs.  Cllr Gentry proposed, seconded Cllr Smith that precept remains at £18,000 for the next financial year, all in agreement.

Parish Council website – Cllr Langlands would recommend go ahead with what proposed i.e. £300 per year.

£500 budget re Angus i.e. to be paid out of this year’s accounts.

10. A605 Junction:

Bollards are in place – Cllr Holman expressed thanks to County Cllr Bywater for his efforts – positive feedback from the village.

 

White lining gone back in from Speed Camera – can we find out if camera is operational – Cllr Gentry will investigate.

 

1. Double Yellow Lining Middle Street:

Cllr Holman would like consideration to be given to this project.

 

1. Extending 30 MPH limit to beyond Greenhill Road:

Could be funded from any new planning.

 

10. Planning:

Local Plan response/call for sites – strong objections to Sibson Village submitted, we also put in individual objections to every site in the village.  Raised objection but left doors open for discussion.

 

• Rebuild of collapsed garage 5 Middle Street, Elton 17/02033/LBC – Elton Parish Council have no observations to make.
• Erection of car port attached to existing garage at Church View House 6A Overend Elton 17/02236/HHFUL – Elton Parish Council feel that the site is already over developed and that there is already adequate space for parking and would beopposed to this planning application.
• Conversion and alterations of existing barn to form new dwelling and construction of new garage at Threshing Barn Sheepwalk Farm Oundle Road 17/02237/FUL ***
• Conversion and alterations of existing barn to form new dwelling and construction of new garage at Threshing Barn Sheepwalk Farm Oundle Road 17/02392/LBC ***

            *** Elton Parish Council have the following comments to make:

• The local authority should consider the desirability of creating a further dwelling in an isolated position.  But, it is difficult to see what other use could be made to effect the repair of the building and secure its long term future.
• The proposed garage should be in stone with a natural slate roof.
• The local authority should impose a planning /lb consent condition to reserve details of all boundary treatments and ground surface treatments.  The suggested reason is that this will remain agricultural in character and part of a group of former agricultural buildings within the landscape.  It would be undesirable for the development to undermine the relationship between the farmhouse and farm buildings and landscaping / boundary treatments should avoid suburbanisation of the historic buildings and their settings.

• Iron Bridge – Elton Nassington – letter sent to NCC requesting dates etc. Pursue at next meeting.

 

• Elton Lock to Warmington Lock towpath – awaiting on local hearing.

 

• Northamptonshire Greenways – Cllr Donoyou will produce plan for further meeting.

 

12. The Moorings, Elton:

Insurance re legal procedures etc.  Also write to local ombudsman!!!  Awaiting response from

ENC.

 

13. Village Shop:

Cllr Holman will arrange to meet with Sir W Proby together will Cllr Donoyou when they both

return from holiday.  Post Office currently operates Tuesdays and Thursdays 10 am to 2 pm.  No

further news re coffee shop.

 

14. Correspondence:

Email from Mr Bail – Cllr Holman and Parish Clerk will draft a response.

 

Thank you for your emails of 18th July and 13th October and 21st November 2017.  The Parish       Clerk is currently in the process of typing up the minutes of our last meeting held on the 21^st

November in which the following will be noted in an Addendum as shown below after item 16.

 

15. Reports from Councillors:

Kings Cliffe surgery – meeting on 7^th December at midday, Parish Councils and other groups going to be there plus representatives of other Parish Councils invited, would suggest two people go from Elton Parish Council.  Cllrs Strowbridge and Smith may attend.

 

Beulah House – drain blocking up – Parish Clerk to contact highways.

 

Fields in Trust – further information requested.

 

Cllr Holman had a brief chat with Sir W Proby re planning application for Black Horse Car Park – planning application submitted.

ADDENDUM TO MINUTES

 

Mr and Mrs Bail have asked us to clarify that

 

The Moorings are at Fotheringhay not Elton.
There has only ever been ONE enforcement order for the removal of two caravans but was changed         by the Appeal Inspector to one which was complied with, not several for the removal of six caravans    and derelict cars.
The published minutes stated that they were being taken back to court.  Mr and Mrs Bail have never    been taken to court.  Mr and Mrs Bail have also pointed out that a complaint made to Mr Richard

Proctor about the advertising of a mooring and land for rent which did not belong to them.

The Moorings – the previous email received from Mr Bail re inaccurate statements posted in the minutes – agreed that as we have nothing further Cllr Donoyou will only draft an appropriate response if another email is received.

 

Agreed we would invite PCSO Emily Bryant to our next meeting to discuss policing in Elton particularly in connection with parking.

1. Street Lighting:

Meeting with contractor (Alan Peacock) on 19^th September had to be cancelled at short notice – but      now arranged for 11^th October.  Cllrs expressed concern about delay in moving forward as resident’s              had been told the increase in precept was to fund lighting.   The meeting with contractor will look at   the  list of urgent issues raised in Skanska report, costings, timescale etc.

 

1. Highways:

1. A605 Junction:

Good news is that work planned for bollards and new lining work planned for 17-20^th October.  No feedback received from information re bollards which had been placed on parish noticeboard.   This is a step forward but not the final solution and the Parish Council will continue to press for a permanent solution.

1. Double Yellow lining Middle Street:

The traffic cones that have been placed in Middle Street are there as a temporary measure.  Unfortunately, many have been destroyed by lorries and other vehicles, in addition a lorry moving out into the road to avoid them went into the bank of Vinco Terrace causing rubble to hit passing car.

Noted that the problems with parking are due to parents at the school parking their vehicles when dropping off children–

Agreed Parish Clerk to write a letter to the School Head saying

1. We are resolving to put in double yellow lines down Middle Street and will consider doing so along Overend. The PC would like to come to the school and discuss this further measure before they consider extending the yellow lines to Overend.  The PC would like to see the school bus extended to both Hampton and Orton Southgate/Northgate.  The Parish Council intend to monitor parking on the yellow lines and report any infringements direct to the police.
2. Parish Clerk to apply to Cambs CC for the yellow lining work to be carried out as soon as possible.

Proposed Cllr Holman, seconded Cllr Rankmore, all in favour.

 

1. Extending 30 MPH limit to beyond Greenhill Road:

Parish Clerk to find out from the County costings for this proposal Cllr Donoyou suggested it could be part of a planning gain for the Smithy once a scheme is approved.

 

1. Vinco Terrance Embankment:

Following a report of rubble in the road the County Highways inspected and advised the PC that there was no immediate stability issue and they would continue to monitor the situation.

 

1. Planning:

16/02651/FUL and 16/02652/LBC – create a new single storey dwelling including the conversion of an existing Grade II listed Smithy at The Smithy, Overend, Elton.  Response to Planning:

“The parish council strongly supports the intention to bring this grade II listed building back into use.  However, it has the following reservations to the proposals now put forward

1. The plans are extremely sketchy and many features that are important such as window and door details, sills, lintels, eaves, verge etc, are unclear.  Furthermore, in the context of the adjoining listed building and conservation area, the submitted scheme does not demonstrate how the proposed development relates to adjoining buildings and the conservation area in a manner which clearly demonstrates an enhancement.
2. The revised scheme does not address neighbour concerns.
3. The proposed scheme would leave the car parking and paraphernalia of domestic life, such as washing lines, garden sheds, green houses, wheelie bins etc completely open to public view whilst at the same time giving little or no private space for the proposed dwelling.  Thus, the design would detract from the conservation area and the setting of the adjoining listed building.
4. The parish council would be willing to have a brief meeting with the applicant and their architects and the planning department in order to come to a design solution that is satisfactory to all parties to prevent further deterioration of the listed building.”

Meeting to be arranged with EE re reasons behind comments made in response to above application.  It was agreed Cllrs that are conversant with planning should be at said meeting.

 

1. Trees/Verges and Footpaths:

Iron Bridge – content of letter sent 12^th September from our solicitor – “I write with reference to the formal response recently issued by Northamptonshire County Council (“NCC”), dated 8th September 2017, acknowledging liability for the maintenance of the ‘Black Bridge’ on public footpath MY1. In view of the extremely contradictory statements that have been made by NCC regarding the authority’s intentions in this matter, Elton Parish Council would be grateful for an opportunity to meet with your Client (NCC Highways) in order to discuss and clarify the situation.  The proposed meeting shall be attended on behalf of Elton Parish Council by:- Cllr Richard Donoyou; Cllr Mark Holman (subject to confirmation); and myself.

Elton Parish Council hopes the following shall be in attendance on behalf of NCC:- Cllr Heather Smith (Ward Member for Oundle & Leader of the Council);  Debbie Taylor-Bond (Strategic Manager Transport and Highways);  Sara Grindley (Infrastructure & Asset Manager); and yourself (LGSS); together with any other NCC officers as are necessary in order to be able to establish a clear understanding of the current position (e.g. Katie Angel, R. Pearson, R. Price etc.).
I hope your client (NCC Highways) can proceed to arrange the requested meeting as a matter of some urgency.”

 

Elton Lock to Warmington Lock Towpath – notices sent out, expiry date 24^th August.  EE and another owner did not object – one owner and EA objected on grounds of public safety – Cllr Donoyou has written further letter.

 

Grasscutting – taken in areas around bus shelter and in front of Beuleau House.

 

Since shop vacated garden overgrown – not to EE.

 

Cllr Donoyou has not yet organised the village tree maintenance date.

 

Wansford Road – entrance from back of Hayes Walk when exiting entrance overgrown – highways to be informed.

 

Pages Passage – the former well is becoming overgrown.  Cllr Donoyou to seek legal advice on ownership transfer.  The buddlhieas will need pruning next spring.

No progress – Cllr Smith will arrange a meeting with John Davies Chairman of Fotheringhay Parish Meeting.  The PC are minded to complain to the LA Ombudsman  about the lack of action by ENDC in enforcing the breach of planning but wish to do this jointly with FPM.  If any action is agreed contact will be made with the local councillor before the complaint is made official.

We have a temporary post master opening Tuesday and Thursday each week 10 a.m. to 2 p.m. subsidised by EE.  EE currently marketing site – 1 applicant still looking no other applicant in the offing.  Cllrs RR, RD, MH looking into feasibility of Community Shop.

My name is Eric Moss and I represent two teams of horse-drawn coaching enthusiast. Each autumn    for the last ten years we have closed our season of activities by travelling  about 100 miles over the    course of the second week of October.  Perhaps I should explain that we drive two traditional colourful stage coaches, each drawn by a team of four horses, together with two dozen appropriately            dressed passengers. This year we are taking time visiting some of the old coach inns along the old York Road (the George, the Haycock and the Bell, plus the Talbot at Oundle) and would like to lunch at the Crown on Wednesday the 11^th.

 

Regularly over lunch, to rest the horses, we take them out of harness and tie them up with some hay and water. If the stop has a large car park we use that, but frequently have, as at the Crown, to find an   alternative. The green triangles near the Crown would be perfect with old trees between which we    would tie a stout rope, but the landlord has expressed a concern that villagers may not appreciate this use of what I take it are registered village greens; I am therefore seeking you approval on their          behalf.

 

Perhaps I could reassure you that we are responsible people who tidy up after ourselves and that the horses are well behaved, indeed this year alone they have been accommodated at Buckingham            Palace, Windsor Castle, Sandringham House and Het Loo Palace in the Netherlands. We do not      generally publicise our stops on a tour; in small villages streets with today’s traffic it can lead to        concerns, however in the wide open spaces of the quiet end of Elton it would not be a problem for us       if people wanted to come and see a spectacle that is becoming increasingly rare.

 

Parish Council response – “We are really looking forward to your short stay in Elton and resting
the horses on Stocks Green.  We assume you have the necessary insurances, including third party        cover and that there will be someone supervising the horses at all times whilst they are on the             green.”
