DRAFT MINUTES OF ANNUAL GENERAL MEETING OF ELTON PARISH COUNCIL HELD IN THE HIGHGATE HALL ON TUESDAY 16TH MAY 2017 IMMEDIATELY FOLLOWING THE ANNUAL PARISH MEETING
PRESENT: Cllrs Cummins, Donoyou, Gentry, Holman, Langlands, Porter, Smith and Strowbridge
BY INVITATION: HDC District Cllr R Mathews, Cambs County Cllr S Bywater, Mr Andrew Preston (highways)
IN ATTENDANCE: Mrs W Gray Parish Clerk, 34 members of the public
- Apologies for Absence: Cllr Rankmore
- Declaration of Interest: None.
- Election of Officers:
Election of Chairman – Cllr Donoyou proposed Cllr Holman, seconded Cllr Cummins – all in agreement. Relevant documentation was signed.
Election of Vice Chairman – Cllr Holman proposed Cllr Donoyou, seconded Cllr Porter – all in agreement. Relevant documentation was signed.
Normal Parish Council meeting commenced:
- Sibson Airfield Garden Village:
Nothing further to report – spare copies of brochures available for residents to take with them this evening.
- Minutes of 18th April 2017:
Cllr Holman proposed, seconded Cllr Cummins that above minutes were signed as a true and accurate record of meeting, all in agreement.
- Matters Arising from above minutes – update:
School – matter of Travel Plan is still outstanding.
- YTD/monthly accounts v budget:
Expenditure to date is what is expected.

Cllrs Donoyou, Cummins and Gentry approved the above invoices for payment.
Income Received:
Elton Bonfire Club – £1,000
Precept 2017-2018 – £18,000
VAT Refund – £557.15
- Street Lighting:
The Parish Council will be putting in another application at the end of this year for funding to assist. No further news on the contractor at this moment in time.
- A605 Junction:
Cllr Smith noted that he had met with Andrew Preston, Service Manager Local Projects for Cambridgeshire County Council on 22nd April together with Elton Estates to review the safety at the A606 / B671 junction. At that site meeting Andrew Preston was able to see clearly at first hand the dangerous occurrences that can be seen daily.
Cllr Smith gave a resume of the presentation originally made in 2014 outlining the P C’s suggestion for a minimal cost short term safety improvement. Residents were given the opportunity to comment.
Following the recent serious accidents resulting in at least one fatality, Andrew Preston was invited to attend the P C meeting and was able to announce that Cambs CC would be funding and providing Illuminated Traffic islands generally as PC’s suggestion within a time scale of 8 months.
Additionally, work required asap re trimming back overgrown vegetation along the A605 prior to the junction and refreshing the road markings would be instigated soonest.
It was stressed that these provisions were short term and other options may be looked at without enhancing the Sibson issue.
- Planning:
No new planning applications received.
Planning Application 16/02330/FUL, Furze View, Bullock Road, Elton has gone to appeal. Parish Clerk to resubmit Parish Council’s previous comments.
- Trees/Verges and Footpaths:
- Iron Bridge – Elton Nassington – Cllr Donoyou reported letter now drafted but want to check out a few things with solicitor who looked at site last week, may wish to act on our behalf with no charge! Will continue talking and reporting back.
- Grass cutting (Spinney) – difficult to cut, as a Parish Council we resolved to level area, contractor will provide quote for use of JCB etc in due course.
- 3 Back Lane tree etc – Cllr Donoyou has spoken with them today.
- Drain outside Beulah House – could contractor go around, grass cuttings block drain.
- Footpath, Warmington – as reported at last meeting.
- The Moorings, Elton:
Elton Society, Elton Estates, Cllr Smith pursuing ENC to take action. Notice served, Senior Enforcement Officer involved, due to go back to court i.e. review what he has not got permission for.
- Village Shop:
Still two interested parties, very much hope one will come forward, keep PO open, once lost will be very difficult to get back.
- Correspondence:
Neighbourhood Plan, Castor – circulated to all Cllrs via email.
Fly Tipping reported – response received from HDC Operations Dept under ref 419109 for them to deal.
- Reports from Councillors:
Warmington Parish Council would like to meet with Elton Parish Council specifically to discuss A605.
No mention when travelling from Wansford to Nassington that you can get to Elton, says road closed.
The new Mayor James Palmer has appointed two deputy mayors – Peterborough City Council leader John Holdich and councillor Robin Howe.
