MINUTES OF ELTON PARISH COUNCIL MEETING HELD IN THE HIGHGATE HALL
ON TUESDAY 18TH NOVEMBER 2014 AT 7.30 P.M.
Present: Cllrs R Donoyou, M Holman, M Porter, R Rankmore, R Smith and S Strowbridge

Cllr Donoyou chaired the meeting in the absence of Chairman and Vice Chair.

HACT (Huntingdonshire Association for Community Transport) update – Joanne Philpott
Joanne reported that 2 Elton members are using the service on a regular basis. Joanne re-emphasised that it was a totally free door to door service if you have a CCC Bus Pass. Also do Pub Lunches, Day Trips and Excursions. Joanne asked if we would continue to advertise the service to which we asked her to supply approx. 300 leaflets (two types) that we could insert into Village Magazine. Joanne to arrange delivery to Cllr Donoyou in the first instance whose home address was provided to her. This has now been done and leaflets have been delivered to all Village Magazine subscribers w/b 1.12.2014. HACT to be advised.
Matters Arising:
- Minutes of 20th October 2014:
Cllr Holman proposed minutes were accepted as a true and accurate record, seconded Cllr Porter, all in agreement.
- Matters arising from the above minutes:
Stocks Green – Cllr Donoyou circulated latest letter from Land Registry. It was proposed by Cllr Rankmore, seconded Cllr Holman that we need to ensure that CCC are resolved to carry this through i.e. Resolution: Cambridgeshire County Council should be able to confirm and give a firm date for the restoration of the verges. The Parish Council will write to Land Registry for further clarification.
Stocks Green (Planning) – Cllr Donoyou reported to Cllr Mathews that at the outset of the parking works to Stocks Green, the HDC enforcement team visited site and said planning consent would be required. Because CCC through Cllr McGuire believed it is highway land, Huntingdonshire planning officers did not want to act in parallel for what was then assumed to be simple and straightforward case. One year on – discussed at last meeting if District Council could give support to CCC by starting enforcement procedures to remove parking places. Cllr Donoyou requested on behalf of the Parish Council that Cllr Mathews speak with planning department to start enforcement procedures and requested that she report back through to the Parish Clerk.
Contract Document – No changes received from Cllrs by deadline of 7th November. Cllr Smith proposal received at meeting that “working method” should be a clause ie “a detailed method statement is to be submitted to the PC 14 days prior to any work on site and is to be agreed by the PC prior to work commencing.” Also GOJ is deemed to be the main contractor and under the terms of the contract all labour employed by GOJ is deemed to be the total responsibility of GOJ and GOJ has indemnified the PC against all risks. Cllr Donoyou proposed two Cllrs meet with contractors and write down works to be completed with a time line for completion, seconded Cllr Holman. Map and notes from walk around to be given to two Cllrs to refer to.
Beulah House – Cllr Mathews to look into this as comments made did not sit comfortably with the Parish Council (ie full response from Parish Council appears to have been ignored).
Tree Scheme – Cllr Donoyou completed paperwork for scheme, will arrange walk around with Elton Society to establish where to plant this season. Walkabout completed 30.11.2014 – 1 person attended. Trees to be ordered w/b 1.12.2014.
Rubbish in Layby on Oundle Road – rubbish previously reported had been removed – further boxes, blue bags have appeared. Parish Clerk to request removal.
S106 and Community Infrastructure – Cllr Mathews to help guide the PC toward any funding that may be available for the Parish under the above schemes for applications where consent has been granted, i.e. redevelopment of Heightons Garage site for 2 houses.
- YTD/monthly accounts v budget:
A copy of the draft budget had been circulated prior to the meeting for Cllrs to peruse and familiarise themselves with. A request was made for any special projects that Cllrs wish to be considered in the 2015/2016 Budget are forwarded to the clerk by 10th December for formal approval at December meeting.

Cllrs Porter, Smith and Strowbridge signed off authorisation for above payments to be made, all in agreement.
- Street Lighting:
One street light outage reported during the month – Maintenance engineer requested to fix. Article written for Magazine explaining different lighting systems and reporting.
- Coopers Hospital:
Parish Council had been requested to confirm Cllr Kirk to remain Parish Council’s representative as a trustee of Coopers Hospital (4 year cycle). The Parish Council were happy for Cllr Kirk to remain but as Cllr Kirk was absent from meeting the clerk would contact him (assuming Cllr Kirk happy to carry on) & would then report to Coopers Hospital.
- A605 Junction:
Meeting arranged for Monday 24th November with Emma Murden from Highways who has looked at site with colleagues and had requested meeting with Councillors to provide an update. It was also mooted that perhaps parking on Overend and 20 mph signs could also be discussed at this meeting.
- Planning:
1401716FUL – Demolition of 2 existing dwellings and erection of 2 replacement dwellings (revised) Land at and including 3 and 4 Sheepwalk Cottages, Oundle Road, Elton – improvement on what is already there, no objections raised.
1401765FUL – Erection of double garage at Springfield Lodge Farm, Bullock Road, Elton, PE7 3TT – no objections raised.
Reported that garage is closing on 28th of this month – planning permission believed to have been approved.
- Trees/Verges:
As above.
- Correspondence:
Boundary Commission – nothing appears to be in report that will affect Elton. Cllr Mathews will keep us advised.
Contribution to War memorial – letter “we are minded to review the request sympathetically but we need to know the amount, please advise so that we can further consider at our next meeting”.
- Reports from Councillors:
Gritting – Cllr Mathews to analyse and report back to the Parish Council.
Tree on Highgate Green – question asked whose responsibility is it – Parish Council or HDC? As this falls within our areas to be maintained it is the parishes responsibility.
Public relations – agreed that the clerk should continue to draft key issues of pc meetings, discuss with councillors and submit to village mag as parish council news.
Wooden Bridge over the Willow brook stream – we need to obtain quotes, we have a list of contacts which can be emailed and include copy of specification.
Open Access by the Mill – Rural England still trying to speak with landowner.
