MINUTES OF ELTON PARISH COUNCIL MEETING HELD IN THE HIGHGATE HALL ON TUESDAY 19TH JUNE 2012 AT 8.00 P.M.

3. Minutes of 15th May 2012:
Cllr Burgess proposed minutes accepted as a true and accurate record, seconded Cllr Todd, all in favour.
4. Matters arising from the above minutes:
Cllr Burgess turned up to view area for potential allotments (Cllr Truman was not available) – agenda item for next meeting.
5. Authorisation of Payments:

6. Planning:
1200744LBC – Demolition of conservatory and side porch, erection of rear extension and side porch/utility. Internal alterations to first floor bathroom/dressing room at 16 Middle Street, Elton PE8 6RA. – the application was discussed in detail, no objections were raised, would be guided by Planning Department at HDC.
7. Trees:
Cllr Donoyou has been in contact with HDC re trees for Diamond Jubilee.
8. Special Projects:
Nothing further to add to list – agenda item for next meeting to look at list and decide which projects will be started.
Area opposite Telephone Box needs re doing.
Area at top of Highgate Green/Wansford Road where skip used to be could be cleared and seat placed there with a few trees.
9. Correspondence:
Report from PCSO for crimes/incidents over the last month
Letter from Mr Adams re grasscutting – it was agreed that the clerk would draft a response and circulate to all councillors for any comments before a final draft is sent.
MHB Services in Liquidation – company has been sold – contract has been taken over on same conditions as agreed with MHB.
CPALC – re training session on Localism Bill – 15th September – if wish to attend please let Parish Clerk know asap. Cllr Burgess requested that we contact Cllr MacGuire for an update as he was to send us information on meeting re Localism Bill.
10. Meeting with Elton Estates:
No update.
11. Reports from Councillors:
Cllr Shrive – could we request PCSO carries out speed checks through the village between the hours of 7 – 9 a.m. and 4 – 6 p.m. for say a week covering the areas of Overend, Wansford Road, Duck Street, Back Lane and Middle Street and report back to us at next meeting.
Cllr Shrive has been asked by a resident for the ruling on keeping dogs on leads, a dog or dogs have been wandering along Greenhill Road and leaving their trademark on drives, Cllr Doughty also reiterated that a couple of elderly residents had also raised this issue with regards to a certain individual walking around the village with a large dog that is not on a lead (although the dog may be friendly) people are nervous and frightened. Issue to be passed to Dog Warden.
Cllr Shrive – since the recent horrendous wet weather all the drains have become blocked – HDC to be advised and Cllr Guyatt and Macguire to be copied in.
