MINUTES OF ELTON PARISH COUNCIL MEETING HELD IN THE HIGHGATE HALL ON TUESDAY 19TH MARCH 2013 AT 8.00 P.M.

The meeting was chaired by Councillor I Kirk
1. Apologies for Absence:

2. Declaration of Interest:
None.
Cllr Guyatt:
Reported that resident has agreed to meet with him to discuss FOI issues, will try to meet within next month.
3. Chairmanship of Meetings:
To be discussed at next meeting.
4. Minutes of 19th February 2013:
Cllr Hidderley proposed minutes accepted as a true and accurate record, seconded Cllr Doughty, all in favour.
5. Matters arising from the above minutes:
• Footpath Brawn Way – Highways have put on their schedule for repairs to be carried out.
• Litter Pick – Parish Clerk has received no further information.
6. Authorisation of Payments:
Wendy Gray, Parish Clerk, Salary March £160.00
Wendy Gray, Parish Clerk, Tax March £40.00
Wendy Gray – Expenses £
K & M Lighting Services – Maint March 2013 £61.15
Leesons Lawnmowers – servicing all equipment £616.33
Proposed payments approved Cllr Doughty, seconded Cllr Hidderley, all in favour.

Proposed Risk Assessment signed Cllr Hidderley, seconded Cllr Shrive, all in favour.
Grasscutting Tenders:
6 Tenders were sent out. Quotations received from 4. After consideration it was proposed by Cllr Shrive, seconded by Cllr Doughty, all other Cllrs in favour that we accept the quotation for the grasscutting from “Ginger Odd Jobs not Bodge Jobs”. Parish Clerk to meet with contractor to ensure they know exactly which areas they will be cutting. Letters/email to be sent to those who were not successful thanking them for submitting quotations.
7. Planning:
1300222FUL Proposed extension to existing agricultural building Part O S 0022 South West of Water Newton Lodge, Gated Road (Water Newton Road) Elton, Peterborough No Objections
1300160FUL Demolition of two existing dwellings and erection of two replacement dwellings – land at and including 3 and 4 Sheepwalk Cottages, Oundle Road, Elton No Objections
1300262FUL Swimming pool building for the enjoyment of the occupants at Furze View, Bullock Road, Elton PE7 3TT Will be guided by Planning at HDC
8. Trees:
Two emails received from Cllr Donoyou concerning trees on Highgate Green. Cllrs expressed concern about content of emails and asked that no trees are removed before discussing with all Cllrs who a long time ago had fought to keep said trees when houses built.
9. General Correspondence:
Report received from PCSO re crimes over the last month – two incidents reported.
Bee Keeping – article forwarded to Cllr Donoyou.
HDC New Funding Pot – Parish Clerk had completed documentation asking for funds for a possible Community Cleaner/Litter Warden. Parish Councillors all in agreement for form to be submitted to see if funds can be obtained.
10. Reports from Councillors:
Cllr Kirk reported all kerbs have been dropped to make it easier for wheelchairs etc – thanks to Rosemary Jerram for her persistence with highways.
Cllr Kirk raised issue of 41% increase in hire of annexe – Cllr Kirk will speak with Chairman of Highgate Hall to ascertain if increase is across the board.
Cllr Doughty reported pumping station has been cleared by Anglian Water but area that butts onto the Mill is still a mess, Parish Clerk to contact Elton Estates to find out who is responsible to cutting back. Cllr Doughty commented that it would be nice to know which areas in the village belong to highways – Parish Clerk to request details from highways.
