MINUTES OF ELTON PARISH COUNCIL MEETING HELD IN THE HIGHGATE HALL ON
TUESDAY 15TH DECEMBER 2015
Present: Cllrs Cummins, Donoyou, Gentry, Holman, Owen, Rankmore, Smith and Strowbridge

- Minutes of 17th November 2015:
Cllr Donoyou proposed, seconded Cllr Smith that above minutes were signed as a true and accurate record of meeting, all in agreement.
- Matters Arising from above minutes – update:
Bonfire not on as agenda item – Cllr Holman advised that he had not had time to draw up a paper but would do so in readiness for January/February meeting.
Newsletter – Parish Council’s activities – Cllrs Gentry and Smith will produce a report for the Village Magazine in the future.
Speedwatch – cannot be done until next April (diary date to set up) – Parish Clerk
- YTD/monthly accounts v budget:
Year to date figures and balances reported (undermentioned payments (item 6) also taken out).
Cllr Rankmore reported had not changed budget from previous meeting but key items we need to consider what are we going to do about street lighting and grass cutting.
Other options re funding – included fact that we are still planning to get a grant (Local Transport Plan). Cllr Donoyou reported that there is a meeting scheduled for early January to discuss this.

Cllrs Donoyou and Strowbridge approved the above invoices for payment.
- Street Lighting:
Cllr Cummins will contact Skanska to find out where we are to date.
K & M Lighting Contractors – it was proposed by Cllr Smith, seconded Cllr Strowbridge, all in agreement that we ask K & M lighting Services to extend their contract month by month.
- A605 Junction:
Response received from office of Shailesh Vara MP to our recent letter. Copy forwarded to Emma Murden, Highways, CCC. Keep as an agenda item.
- Planning:
Elton C of E School – condition with the planning is that a Travel Plan must be agreed before any development commences. Letter to be send to HDC Planning thanking them for taking on board our comments and that the Parish Council would like to be involved in assisting with ensuring a Travel Plan is in place.
Cllr Donoyou will speak with David Burton re possible use of Highgate Hall Car Park during school drop off and pick up times.
Middle Street parking – what would be cost to have yellow lines put in!! Would be a deterrent, pursue PCSO to visit once a month issue 1 or 2 parking tickets. Information to be included on Transport Plan re yellow lines.
- Transport Grant Update:
Transport Grant has been applied for – our preferred option would be the crossing at the Black Horse which would dovetail into the Travel Plan for the school. Cllrs Holman and Donoyou have to present case to CCC on the 11th January 2016.
- Trees/Verges and Footpaths:
Trees in the Park – EE served notice on District Council in July and District Council have 8 weeks to respond, if no response received work can be carried out.
TPO’s etc – write to HDC re any change in Planning (copy to Cllr R Mathews) that notice is to be sent to Cllr R Donoyou our Tree Warden.
Cllr Donoyou has now mapped out all verge areas for tenders to be obtained. Cllr Donoyou will email copy of map to all Cllrs and will prepare wording for contract.
Free trees from HDC – a Rowan tree has now been planted in a private garden.
The Spinney – we still have some more trees to plant, another working day to be arranged.
- Telephone Mast:
No further information from last month, when look at coverage maps Elton is shown as having coverage in the area. In reality do not have cover.
- Correspondence:
NCC – Northamptonshire Minerals and Waste Local Plan Update- Draft Plan for Consultation
CCC – Cultivating Resilient Communities 2015/2016 Small Grants Scheme Pilot
Letter re damage to verge and posts on Stocks Green by lorry – Cllr Holman to take photos so that these can be sent to haulage contractor.
- Reports from Councillors:
Cllr Donoyou attended meeting at ENC, met with person who is looking to make Nene Valley more assessable from Yarwell through to Wansford who agreed to go and have another look at the bridge i.e. accompanied by engineer from Kier. Also agreed to have a look at towpath between the 2 locks.
