Minutes 15th November 2016
MINUTES OF ELTON PARISH COUNCIL MEETING HELD IN THE HIGHGATE HALL ON TUESDAY 15TH NOVEMBER 2016 COMMENCING AT 7.30 P.M.
Present: Cllrs Cummins, Donoyou, Gentry, Holman, Porter, Rankmore, Smith and Strowbridge
In attendance: Mrs W Gray Parish Clerk, District Cllr R Mathews, Ian Lindsay (King West/Elton Estates) 3 residents
- Apologies for Absence: County Cllr M MacGuire
- Declaration of Interest: Cllr Cummins advised the meeting that his property abutted onto 3 Back Lane but that in any event he was not raising an objection to the proposal.
- Sibson Airfield Garden Village Proposal:
Cllr Mathews provided an update re the above – she had spoken with the Leader of the Council last evening and HCA person in charge of the proposal today – out of 51 potential sites 15 have been chosen – the Secretary of State will be making decision and will advise the Council Leader next week (Friday 25th November).
The Parish Council will review their Draft Resolution Document with a view to sending to all the appropriate people/departments asap. Cllr Gentry proposed, seconded Cllr Rankmore all in favour.
- Minutes of 18th October 2016:
Cllr Donoyou proposed, seconded Cllr Smith that above minutes were signed as a true and accurate record of meeting, all in agreement.
- Matters Arising from above minutes – update:
Co-option of Councillor – Cllr Holman will be speaking with a candidate with a view to co-opting on to the Parish Council at December meeting
Gritting – further information obtained, Cllr Porter proposed, seconded Cllr Smith that the Parish Council join the gritting scheme. Cllr Donoyou offered to draw up an electronic map of areas to be gritted. Cllr Holman will be first named individual on contract.
Village Walk Around – copies of notes of last walk around to be circulated to all Cllrs prior to meeting.
- YTD/monthly accounts v budget:
Continue to be on target for year-end estimated figures.
- Precept 2017/2018:
Cllr Rankmore went through 1st draft budget – Cllr Rankmore stressed to Cllrs the need for final figures to be put forward at December meeting so that an appropriate precept can be requested. Information from Cllrs to be forwarded to Cllr Rankmore two weeks prior to next meeting i.e. by 6th December 2016.

Cllrs Gentry, Holman and Rankmore approved the above invoices for payment.
- Street Lighting:
Lights from Feltwell Parish Council were deemed not suitable. Cllr Donoyou has found a company who can supply what we need and can also carry out the repair works to bring the lights up to standard as proposed in the Skanska recommendations.
Cllr Donoyou has obtained quotes and will now complete necessary forms for submission re Local Highways Improvement Initiative which has to be in by end of the month.
- A605 Junction:
Nothing further to report. Cllr Smith will draft a further letter to send.
- Planning:
16/02312/HHFUL – Remove existing conservatory and build a new 2 storey extension including a new master bedroom and removal of a small tree near the entrance to the drive at 3 Back Lane, Elton, Peterborough – no objections raised.
16/02330/FUL – Demolition of existing dwelling and associated building and replacement with 4No. Sustainable Homes to replace outdated and unfeasible use on the site at Furze View, Bullock Road, Elton – This proposal is to replace a single large dwelling in the open countryside with 4 new dwellings in the open countryside. Considering the Huntingdonshire Draft Local Plan to 2036, the site cannot reasonably be considered “an enabled exceptions proposal, including housing, which is appropriately located within or adjacent to the built-up area of the Small Settlement. It cannot therefore be supported under the criteria set out in Policy LP 4 ‘Enabled Exceptions’ or Policy LP 26 ‘Homes in the Countryside’. The proposal cannot be considered as a re-use of land or buildings.
Perhaps most pertinently, the proposal cannot reasonably be taken to be within the 12 core planning principles set out in para 17 of the NPPF. The proposal is unrelated to the rural economy, and therefore falls outside para 28 of the NPPF. Furthermore, we consider the layout to be suburban in form and inappropriate to the location.
We note that the existing house has been on the open market for some time but clearly a purchaser has not been found at the asking price. It may be concluded that this is a speculative application, the purpose of which is realising the maximum land value and is not related to accepted planning principles.
- Trees/Verges and Footpaths:
Iron Bridge – Ongoing
Elton/Warmington Towpath – It was reported that the Planning Inspectorate has given Northamptonshire County Council a timescale for the DMMO that will need to be adhered to.
Trees – 3 tree issues, 1 Ash tree, tree in Back Lane problem presently with District Council.
Gentleman on Greenhill who when he came to Elton 40/50 years ago there was a 40/50 ft ash tree on his property, Cllr Donoyou will advise him best he can, no requirements on resident to ask or involve District Council.
19/21 Middle Street – tree has developed Honey Fungus, Cllr Donoyou will have a look at tree in question.
- Correspondence:
Sheepwalk Application has now been withdrawn.
Elton Society advised have received nothing from ENDC re The Moorings, Cllr Smith will follow up with Enforcement Officer.
- Reports from Councillors:
Bus Stop Sign has now been removed from Highgate Green.
