MINUTES OF ELTON PARISH COUNCIL MEETING HELD IN THE HIGHGATE HALL ON TUESDAY 16TH NOVEMBER 2010 AT 8.00 P.M.

Cllr Kirk took the Chair in the absence of Cllr Truman and welcomed two new Cllrs namely Mr Doughty and Mr Todd.

3. Minutes of 19th October 2010
Cllr Burgess proposed minutes agreed, seconded by Cllr Porter, all in favour.
4. Matters arising from the minutes of 19th October 2010
Play area – The Parish Clerk had retrieved all correspondence and bank information relating to the Play Area and handed back to Mr D Vernum.
Allotments – the Parish Council have a list of names of people who would be interested in an allotment if land was available. No further information is available at this time. Agenda item for next meeting.
5. Parish Paths Partnership
Linda Porter came along to advise the Parish Council of the latest developments, her meeting with Sir William Proby and what decisions had been made so far in replacing gates. Linda has a further meeting scheduled with John Cooper later in the week assessing the areas in question.
Cllr Burgess raised the question of the footpath from Elton to Warmington – agenda item for next meeting. Information to be sought with a view to claiming the footpath.
6. Authorisation of Payments
Wendy Gray, Parish Clerk, Wages Oct/Nov 2010 £216.26
MHB Services – Maint 1st November 2010 £46.02
Highgate Hall – Hire of Annexe 21st Sept and 19th Oct 2010 £22.00
John Plowright – Grasscutting September 2010 £250.00
All above expenditure approved.
7. Finance
Financial report circulated and discussions ensued in respect of the precept for the next financial year. After careful consideration it was agreed that the precept figure we would request for the next financial year would be £11,000 a £500 increase on the last two years.
8. Planning
1001601LBC – Removal of modern fireplace, replacement of 2nd floor dormer windows and repairs – 19 Chapel Lane, Elton, PE8 6RE – no objections were raised.
9. Meetings with Elton Estates
No update available.
10. Reports from Councillors
Cllr Burgess – question for Cllr Guyatt re road under bridge at bottom of Bullock Road now down to a single lane, is there anything that can be done to warn drivers of this? Cllr Guyatt will discuss with Cllr McGuire with a view to possibly putting up warning signs
Cllr Doughty – verge outside numbers 3/5 Stocks Green is getting very worn, could we approach landlord to see if parking spaces could be provided?
Cllr Kirk – re grass cutter, repairs need to be carried out which he estimated may be around £500. Council members advised Cllr Kirk to obtain 2 quotations for the work to be done.
