MINUTES OF ELTON PARISH COUNCIL MEETING HELD IN THE HIGHGATE HALL ON TUESDAY 19TH MAY 2015
Present: Cllrs Cummins, Donoyou, Holman, Porter, Rankmore and Strowbridge
In attendance: Mrs W Gray Parish Clerk, 2 members of the public, District Cllr R Mathews and County Cllr M McGuire

- Election of Officers:
Election of Chairman – Cllr Strowbridge proposed Cllr Holman, seconded Cllr Porter – all in agreement. Relevant documentation was signed.
Election of Vice Chairman – Cllr Cummins proposed Cllr Donoyou, seconded Cllr Rankmore – all in agreement. Relevant documentation was signed.
Normal Parish Council meeting commenced:
- Minutes of 21st April 2015:
Cllr Donoyou proposed, seconded Cllr Strowbridge that above minutes were signed as a true and accurate record of meeting, all in agreement.
- Matters Arising from above minutes – update:
Precept 2015/2016 – Cllr Rankmore – now understands why there was an increase but we need to advise the village of this – Cllr Holman agreed to draft a note (separate sheet in notice board) and we need to have a mechanism in place for next year to monitor this. Cllr R Mathews was asked for assistance to help obtain relevant information nearer the time.
Stocks Green – Concern around email that only some of the posts are going to be removed. Cllr McGuire reported CCC position “whole area reinstated by target date of 29th May”. Cllr Holman advised that Elton Estates had been advised by email that the Parish Councils position remained as before that all posts and parking spaces should be removed and the verges made good. Cllr Donoyou reported that it is important that any meetings held with EE are attended by more than one councillor. Elton Society are aware of latest details.
Parish Council Mower – Cllr Holman had met with the members of the Churchyard Committee, they were emphatic that they did not want the mower for use in the Churchyard. PROPOSAL from the Parish Council who resolved to sell the PC mower, proposed Cllr Cummins, seconded Cllr Rankmore, 1 abstention, all others in agreement. Parish Clerk will contact Mr Kirk and arrange for collection of mower, obtain a valuation.
- YTD/monthly accounts v budget:
Expenditure to date is what is expected.

Cllrs Donoyou, Porter and Strowbridge approved the above invoices for payment.
Bank Signatories – new forms to be obtained to add Cllrs Holman and Strowbridge onto the Parish Council Bank Signatory list. Parish Clerk to obtain the relevant forms.
- Street Lighting:
Email sent to CCC and BB asking what is the possibility of street lights which are owned by the Parish Council (34 in total) becoming part of the Cambridgeshire Street Lighting Partnership between CCC and Balfour Beatty – i.e for this 25 year ‘partnership’ to take the responsibility for Elton lighting and provisioning etc.?
Brawn Way, Hayes Walk and Faber Lane are already in the scheme as the lights are owned by CCC.
- A605 Junction:
Nothing further to report at this moment in time.
- Planning:
No new planning applications received.
- Trees/Verges:
Cllr Smith has made application to Woodland trust – we do need another walk about to review work contractor has done, date to be agreed (Tuesday 26th May).
Contractor requires his metal fencing (which is closing off part of the Spinney) for end of July – Parish Council will discuss at review.
Vinco Terrace – request for clearing of verge – definitive plan of area required.
- Broadband:
Work is being done on Green Cabinets – Parish Clerk to check CCC website “Cambridge connect” for updates.
- Correspondence:
Electoral Review of Cambridgeshire Draft Recommendations – also received in email format and forwarded to all Parish Cllrs – Cllr McGuire offered some advice and it was agreed that Cllrs would look at in more detail before the next meeting and decide on our response. Agenda item for next meeting.
- Reports from Councillors:
Cllr Rankmore – school walking bus any update. Parish Clerk to speak with planning asking where we are with plans and our recommendations, have they been taken on board. Cllr Holman to arrange a meeting with School Governors to discuss progress.
