MINUTES OF ELTON PARISH COUNCIL MEETING HELD IN THE HIGHGATE HALL
ON TUESDAY 20TH MAY 2014 IMMEDIATELY AFTER THE ANNUAL PARISH MEETING

Matters Arising:
- Minutes of 15th April 2014:
Seagate Homes – Cllr Burgess raised traffic issues, road safety problems added into the minutes, subject to this amendment Cllr Shrive proposed above minutes were signed, seconded Cllr Doughty, all in favour.
- Matters arising from the above minutes:
BT Kiosk – housing of defibrillator – this item was missed off the agenda at last meeting. Parish Council in principle will go with the scheme, Parish Council agreed to adopt BT Kiosk. Cllr Doughty proposed, seconded Cllr Shrive, all Cllrs in favour.
Footpath from Church to Elton Hall – The Footpaths Officer is sending pack to with forms/letters to complete to set in motion.
Great War Commemoration – Parish Clerk to establish what HDC/CCC are doing – letter circulated via email re events that have been planned.
Telephone Mast – company contacted via email awaiting response.
Stocks Green – Chase up request made, response received from George Hay, Enforcement Officer on 19th May – “This matter is still ongoing. It is unfortunate that Elton Estates is taking a month a time to answer the letters. There are a number of issues to be addressed which will take a little while to sort out. As soon as I have news for you les will be in touch.”
Flower Festival in All Saints Church – Parish Clerk made a cake on behalf of the Parish Council. Reports indicated that a good day was had by all, tower tours went well.
Red Bridge improvements – understand work is now complete – advised there is a damaged guard rail, Parish Clerk to report.

Cllr Shrive proposed above invoices approved for payment, seconded Cllr Doughty, all Cllrs in agreement.
Parish Clerk made request for the purchase of a new lap tap – current lap top is now at end of its life (was
purchased by Elton Parish Council for clerk’s use in 2005). Parish clerk’s other Parish Councils are quite happy to share costs – licence will be held by Elton PC. All Cllrs agreed for new laptop to be purchased.
- Street Lighting:
Parish Clerk and Cllrs still awaiting a meeting with Balfour Beatty but unfortunately work has commenced. Parish Clerk to speak with Balfour Beatty asap regarding this. Meeting arranged for 7pm on 3rd June 2014.
- Planning:
1400348FUL – Alterations to existing flat roofed extension (amended plans)
13 Chapel Lane, Elton PE8 6RE – the parish council have no further comments to make to amended application.
1400488FUL – Demolish existing garage block and reduce conservatory in size. Construct new house on land at Beulah House, Back Lane, Elton – views and comments to be forwarded to planning department from parish council were:
a) Beulah house is an individual 18th/19th century house set in its own grounds. The addition of a further dwelling in a manner that is contrary to the general built fabric of the locality would result in a cramped form of development to the detriment of the setting of Beulah House and the conservation area in general.
b) The proposed development and in particular the imposing gables would have a negative effect on the adjoining properties to the east and north.
c) The addition of a further property served by a shared drive is undesirable and there appears to be insufficient parking and manoeuvring space.
d) The parish council have consistently asked the district council to require building materials that are of local origin or sympathetic to traditional local materials. This request was repeated in the earlier consultation on this site. Beulah House is in stone with a collyweston roof. The more modern buildings either side and on the opposite side of Back Lane are in stone or good quality artificial stone with replica (Bradstone) collyweston slate roofs. On this scheme the proposal is for stone walls but with small plain clay tiles. The roofs do not follow the normal form of roof slopes which traditionally are sloped parallel with the shortest span. In this proposal the roofs are eccentric in that the slopes are formed across the longest spans. They are thus a very prominent and are a particular feature of the proposed design. Should the local authority decide to approve this scheme (despite points a,b,c above), the parish council request that a planning condition is imposed, seeking agreement on the roofing materials and making clear that materials that are sympathetic to traditional local materials (ie replica collyweston slate) are required in this conservation area situation, close to a listed building and to be in keeping with traditional and modern roofs close by.
- Trees/Verges:
Vandalised trees on Stocks Green are re growing – tree warden is busy watering and mulching, any volunteers to help would be appreciated.
Letter from resident with concerns about TPO on horse chestnut tree at Merienda, she has seen on line that another proposal to fell has been submitted. Parish Clerk to speak with Tree Officer to establish what is going on.
- Correspondence
Copy letter received from Elton Society regarding Stocks Green that had been forwarded to Highways – response to Parish Council received from George Hay, Enforcement Officer on 19th May “just to let you know there has been no notices served, these matters take time”.
- Reports from Councillors:
Hole in road opposite bus shelter on overend.
Stones on edge of grass verges – to be addressed.
May Day – excellent day, could request be made of committee that consideration be given for residents living in River Lane to be able to get to their homes (parking issues). Perhaps they would invite someone from the Parish Council to their planning meeting for next year’s May Day. Letter to be sent to Elton Society – proposed Cllr Doughty, seconded Cllr Strowbridge.
Vinco Cycling event will take place around the village on Sunday 22nd June.
Request to be made of PCSO for 4 yellow signs for use on “Open Gardens” day on 29th June.
