MINUTES OF ELTON PARISH COUNCIL’S MEETING HELD IN THE HIGHGATE HALL ON TUESDAY 14TH MAY 2013 IMMEDIATELY AFTER THE ANNUAL GENERAL MEETING
Present: Cllrs R Donoyou, B Doughty, R Hidderley, I Kirk, M Porter, R Shrive, R Todd
In Attendance: Mrs W Gray (Parish Clerk), Mrs L Porter, PCSO Barry Chamberlain
PCSO Barry Chamberlain gave his report and advised on the situation re surveys carried out on speeding through the village. Two surveys are to be completed and these will be scheduled in after October as these are only carried out on a three yearly basis.
Concern expressed re tractors speeding along Duck Street – PCSO explained cannot prosecute under 36 mph. If damage is caused to verges need to know who owns them and they need to email PCSO with relevant information i.e. type of vehicle/registration no. and PCSO will contact individuals.
With regard to reducing speed limits initially need to report to Cllr M MacGuire of CCC and Highways (Emma Murden).
PCSO Barry Chamberlain then left the meeting.

3. Election of Officers:
Election of Chairman: The Parish Clerk asked for nominations for position of Chairman.
Cllr Porter proposed Cllr Burgess, seconded Cllr B Doughty, all in agreement. (Cllr Burgess had expressed an interest at last meeting).
Election of Vice Chairman: Cllr Todd proposed Cllr Kirk, seconded by Cllr Shrive. All Cllrs in agreement. Cllr Kirk was happy to continue in this role.
Matters Arising:
4. Freedom of Information:
Following a further email from resident it was agreed that the clerk would speak with CAPALC to ascertain if they would act as mediator for any future correspondence that may be forthcoming. If this is not possible, then the Parish Clerk will speak with firm of Solicitors who act and advise Parish Councils to act for us, there will be an annual charge for this but this will be covered by not renewing payment of CAPALC fee. Proposed Cllr Doughty, seconded Cllr Todd, all in favour.
5. Minutes of 16th April 2013:
Cllr Doughty proposed minutes accepted as a true and accurate record, seconded Cllr Donoyou, all in favour.
6. Matters arising from the above minutes:
Amendment to be made to Standing Orders to publish minutes in draft form.
Cllr Donoyou to look at proposed new website (and dispose of old website which is way out of date and no one can update) will also speak with Elton Society as they were also looking at new website. Proposed Cllr Donoyou, seconded Cllr Porter, all in favour.

9. Trees:
Letter received from resident re planting of wrong tree. Letter to be sent advising new tree will be planted at start of planting season in October.
Cllr Donoyou reported:
o Elton Society would like to be involved with next year’s tree planting.
o Cllrs confirmed they would like to walk round and consider where new trees are to be planted.
o Trees on Highgate Green – resident reported blocking light from room. Cambridge Highways had a look, very concerned tree obstructing visibility, not sure if self set Blackthorn. Pros and cons have been looked at i.e. can bottom be trimmed etc. Cllr Donoyou will write to Cambridge Highways and ask when they can remove. All Cllrs in agreement.
o Two trees on Big Green – Cherry and Red Horse Chestnut are dying – spoke with Highways will try getting them to remove. Cllr Donoyou will put note on above trees to say will be felled in due course.
o Ash trees will die within next 5 years, Oaks are diseased.
10. Special Projects:
Village Sign: Glyn Mould has repair scheduled for next month.
11. Correspondence:
Parish Paths – Grasscutting update
HDC Planning Forums – copy to be sent to Cllr Donoyou.
RTPI East of England Annual Conference for Councillors.
Resignation Cllr R Hidderley – the Parish Council offered their thanks to Cllr Hidderley for all his support over the last few years. It was agreed that replacement would be discussed at next meeting i.e. co-option/advertise. Parish Clerk to be guided by HDC rules and regulations.
12. Reports from Councillors:
Dog Fouling signs – someone seen taking photos of signs, Parish Clerk reported had advised HDC and had requested if they were official signs could we have some.
Play Area – it was mentioned that Elton Society will be moving this project forward with a view to utilising the school playing field.
Posters – it was noted that advertising posters were being stuck to bins – the bin outside the bus stop, sign has been removed but has left backing which will be difficult to remove. Cllr Shrive will try to find out what sign was there and it was agreed that Parish Clerk will write to company and ask them to clean bin.
The meeting closed at 9.50 p.m.
