MINUTES OF ELTON PARISH COUNCIL MEETING HELD IN THE HIGHGATE HALL
ON TUESDAY 19TH NOVEMBER 2013 AT 8.00 P.M.
Present: Cllrs I Kirk, R Donoyou, M Porter, R Todd, C Truman and R Shrive
In Attendance: Mrs W Gray (Parish Clerk)
1. Apologies for Absence:

2. Declaration of Interest: None
Cllr Guyatt reported on planning application for Furze View, Bullock Road – appeal has been dismissed.
Cllr Guyatt was asked to find out what planning permission if any is required for creating hard standings on verges within the village (Stocks Green area) – previous application for hard standing at 19 Middle Street planning was required. Cllr Donoyou proposed Cllr Guyatt speak with planning at DC, all Cllrs in agreement.
Cllr Guyatt was asked if he had heard anything on planning application at Beulah House, in Back Lane.
Matters Arising:
3. Co-Option of Councillor: No response to advert. The Parish Council agreed to stay as we are for the time being currently 8 Cllrs.
4. Minutes of 15th October 2013:
Cllr Shrive proposed minutes of 15th October are signed as a true and accurate record, seconded Cllr Porter, all Cllrs in agreement.
5. Matters arising from the above minutes:
Website – Parish Clerk to send details to Cllr Truman who will look at sites that have been up and running for a couple of years.
6. Authorisation of Payments:
Wendy Gray – Salary November 2013 £240.00
Wendy Gray – Tax payment (April to November) £480.00
K & M Lighting Services – November 2013 £61.15
Highgate Hall – Hire of Annexe – Sept and October £34.00
Cllr Donoyou proposed invoices approved for payment, seconded Cllr Truman, all Cllrs in agreement.
Grasscutting – all Cllrs were in agreement that an excellent job had been done this year with grasscutting in the village and Cllr Shrive proposed that the contractor be retained for the next two years 2014 and 2015, seconded Cllr Porter all Cllrs in agreement.
7. Precept 2013/2014:
Parish Clerk to update budget and forward copies to all Cllrs before next meeting. Budget to include any grants paid by HDC/CCC etc.
8. Planning:
No New applications received.
Application for 3&4 Sheepwalk Cottages – gone to appeal.
9. Trees:
Survey around village to look at overgrown areas/dead trees quotation was received for this work to be carried out. Costings to be included in Budget for next meeting. Cllr Donoyou proposed that three trees in urgent need of attention are felled asap, seconded by Cllr Shrive, all Cllrs in agreement. Cllr Donoyou will put a notice on said trees.
Tree planting – Cllr Donoyou sent a letter to WI advising tree on green is going to be removed together with a plan of where new trees are to be planted.
10. Parish Council Open Evening:
It was suggested a meeting to be arranged for the village to attend during March 2014.
11. Special Projects:
Village Sign has now been repaired and put back insitu. It was proposed that perhaps the PC Chairman/WI Chairman meet and has their photographs taken (shaking hands) near the refurbished sign – and an article placed in the Village Magazine.
12. Correspondence:
Cambridgeshire Statement of Community Involvement (SC1) – copy emailed to all Cllrs.
Local Highway Improvement Initiative – copy emailed to all Cllrs.
Huntingdonshire Parish Conference – copy emailed to all Cllrs.
Draft Nene Catchment Management Plan – copy emailed to all Cllrs. Cllr Donoyou will respond to this.
13. Reports from Councillors:
Phone Mast – it was suggested that we contact PCC to see if anything is happening with suggestion made about putting mast inside Church Steeple.
School Playing Field – new play equipment is insitu for use by village children – 5/6 year olds. The Parish Clerk will write to the School thanking all those people who made this happen, it has been wanted in the village for a number of years.
