MINUTES OF ELTON PARISH COUNCIL MEETING HELD IN THE HIGHGATE HALL
ON TUESDAY 17TH SEPTEMBER 2013 AT 8.00 P.M.
Present: Cllrs J Burgess, B Doughty, I Kirk, M Porter and R Donoyou
In Attendance: Mrs W Gray (Parish Clerk), Mr L Horsman and Mr P LeVoi from Peterborough

3. Peterborough Angling Club:
Mr Horsman and Mr LeVoi from Peterborough Angling Club attended meeting to give a brief presentation on fishing rights they had taken over in the village. They had produced an article for the Village Magazine where information on how to join, costings etc were listed. The Cllrs raised a few general questions which they have taken on board. The Parish Cllrs have been given various leaflets for reference.

They have had a few problems with dog walkers in particular one individual with two dogs who picked up the dog mess but threw the bag into the grass, they know who the individual is, when challenged was quite aggressive (on film) they will be dealing with.
4. Minutes of 16th July 2013:
Cllr Donoyou proposed minutes accepted as a true and accurate record, seconded Cllr Doughty, all councillors in favour of minutes to be signed.
5. Matters arising from the above minutes:
Email to Parish Clerk and letter to Cllr Burgess from Mr Adams.
Cllr Donoyou proposed that we write back “The contents of your letter and email have been noted and the Parish Council do not wish to comment further” Cllr Burgess proposed, seconded Cllr Kirk decision taken by all Parish Councillors present at meeting.
Website: Pending. Cllr Donoyou will look at Wansford and Sibson-cum-Stibbington websites for comparisons.
Parish Councillors to arrange walk through village i.e. Chapel Lane, River Lane, Middle Street, Pages Passage, Vinco Terrace where there are areas of overgrowth and also look at areas for the next phase of the Tree Planting schedule for 2014. Parish Clerk to arrange date with as many Cllrs as possible. Elton Society have volunteered to help with actual planting.

Cllr Porter proposed payments approved, seconded Cllr Donoyou, all in favour.
7. Planning:
1301208FUL – Installation of single turbine, hub height 40m, 54m rotor diameter, maximum height
to blade tip 67m to include access track, hardstanding and substation with associated infrastructure re-
Submission of planning application 1201841FUL at Haddon Lodge Farm, Great North Road, Chesterton –
Cllrs discussed application and comments previously forward to planning remain.
1301063FUL – Demolition of garage block. Construction of new house within existing garden on
Land at Beulah House, Back Lane, Elton. Cllrs discussed application – response to be forwarded to planning “we no development and also note that in previous applications the Parish Council have sought the use of traditional materials i.e. stone and bradstone collyweston slates in the conservation area”.
8. Trees:
Trees top of Hayes Walk at back from Wansford Road. CCC did not take any action, but the owners of the properties can trim branches subject to CCC approval.
Tree Warden has also been in contact with resident from Vinco Terrace re trees adjacent to their property.
Email from WI re tree planting and why new trees have been planted, Parish Clerk emailed response, no further correspondence received.
9. Special Projects:
Some items on list will be looked at on walk and costings sought.
10. Correspondence:
PCSO – email received, nothing to report.
Grass Contractor produced Public Liability Document for all Cllrs to view.
11. Reports from Councillors:
Meeting with Cllr MacGuire and highways re following:
• Possibility of changing speeding signs around village.
• Concern expressed about parking in Middle Street during term time (parents) also speak/write to school.
Note to Cllr Truman to check everything o.k.
