MINUTES OF ELTON PARISH COUNCIL MEETING HELD IN THE HIGHGATE HALL
ON TUESDAY 18TH MARCH 2014 AT 8.00 P.M.
Present: Cllrs J Burgess, R Doughty, R Donoyou, I Kirk, M Porter, R Shrive, Mrs S Strowbridge, R Todd
In Attendance: Mrs W Gray (Parish Clerk), Rita Mathews

- Declaration of Interest: None
Cllr McGuire reported Elton had been unsuccessful on the Local Highway Initiative 2014/2015 in Huntingdonshire but to try again next year, he will help with our application.
Cllr Guyatt reported he would not be standing at the next election. Furze View – with enforcement team.
Matters Arising:
- Minutes of 18th February 2014:
Cllr Donoyou proposed above minutes were signed, seconded Cllr Porter, all in favour.
- Matters arising from the above minutes:
Footpath from Church to Elton Hall – The Council considered historic OS maps following representations from a number of residents and unanimously consult with CCC with a view to serving appropriate notices to re-open blocked paths.
Great War Commemoration – Parish Clerk to establish what HDC/CCC are doing – pending.
Telephone Mast – company contacted via email awaiting response.
Cycling Grant – pending.
Stocks Green – enforcement notice has been issued. Cllrs met with officers of CCC to confirm work required to reinstate. Now awaiting sign off to spend money.

Cllr Shrive proposed above invoices approved for payment, seconded Cllr Doughty, all Cllrs in agreement.
- Street Lighting:
Balfour Beatty to be contacted re suitable date for survey, Mac McGuire agreed he would attend together with 1 or 2 Parish Councillors.
Parish Council Lights – two websites have been found whereby we could purchase replacement fixings. Website address has been given to our Maint Contractor who will obtain costings on our behalf.
- Planning:
1400182FUL/1400183LBC – Removal of lean-to and chimney, erection of conservatory and internal and external alterations at 2 Stocks Green, Elton PE8 6RF – Cllr Donoyou proposed, seconded Cllr Burgess, all Cllrs in favour the Parish Council raised no objection providing details of the conservatory are sympathetic to 18/19th Century structure and in similar materials (ie not PVC).
- Trees:
Email read out from Mr Cummins re recent works carried out in Pages Passage – Cllr Strowbridge proposed, seconded Cllr Burgess that Mr Cummins be invited to next PC meeting – all Cllrs in agreement.
No response from HDC on additional trees. Cllr Donoyou will arrange to plant 2 trees already have this week.
- Correspondence:
Email from Elton Estates – re meeting on signage on A605 – Parish Clerk to request further details before next meeting and enquire if HDC or CCC have been contacted.
PCSO Report for Elton – over last two months 1 violence, 1 theft from motor vehicle, 1 criminal damage to a motor vehicle has been reported to police.
Letter re volunteers arranging Flower Festival in All Saints Church to correspond with the Tower Tours organised on the 17th May 2014 – Clerk to contact to ask if wish to put something on Parish Council Website.
Letter re Elton Community Public Access Defibrillator (CPAD) – response “In principle the Parish Council wish to support, could they let us know what funding has been raised to date”.
Letter re Flower Festival – response to be sent “as we now have the new Parish Council website up and running, would they like us to put something on advertising event.”
- Reports from Councillors:
Cllr Porter offered his apologies for not attending website presentation.
Cllr Shrive asked for an update on large pothole in Chapel Lane – this has been reported to highways who have advised they will look at again when funding available.
Cllr Doughty – now Parish Council Website up and running could a suggestion be made to Elton Society that their minutes are put on website?
Parish Clerk will contact the various committees in the village asking if they would like contact details etc to be included on Parish Council Website i.e. Elton WI, Elton Society, Bonfire Committee, PCC, Methodist Chapel, School
