MINUTES OF ELTON PARISH COUNCIL MEETING HELD IN THE HIGHGATE HALL
ON TUESDAY 18TH FEBRUARY 2014 AT 8.00 P.M.

Matters Arising:
- Co-option of Councillor:
Cllr Donoyou proposed, seconded by Cllr Doughty, all Cllrs in agreement that Mrs Shirley Strowbridge be co-opted onto the Parish Council. All the necessary forms were completed; Mrs Strowbridge then joined the Parish Councillors.
- Street Lighting:
Parish Clerk received email from resident re brightness of street lights in particular in Middle Street and Pages Passage. A request was made to our maintenance company to look into. Issues were raised and Maurice from K&M Lighting was invited along to PC meeting explaining that bulbs we currently use will not be available from next year, LED has now come into force with massive energy saving. Maurice brought samples of new lights but we would need to speak with Conservation Officer to see what they would recommend and if sample shown would be suitable. Cllr Donoyou will look on internet for similar light (urbis axia); we need to look into finding an alternative street light. Ongoing agenda item.

- Matters arising from the above minutes:
Willowbrook footpath – awaiting information.
Great War Commemoration – Parish Clerk to establish what HDC/CCC are doing – pending.
Website – demonstration for all Cllrs to be arranged for Sunday 16th March at 12.30 p.m.
WI and Elton Society!!
Status of Greenhill – RD reported that he believed on the OS it is a byway, open to horses/footpath for walkers and cyclists.
Footpath from Church to Elton Hall now closed, padlocked and electric fence around it. Cllr Donoyou will circulate map to all Cllrs which show where footpaths were in 1977.
Telephone Mast – can we investigate further possibilities for village – information sought?
Cycling Grant – pending.
Stocks Green – enforcement notice has been issued. Cllrs met with officers of CCC to confirm work required to reinstate.

Cllr Shrive proposed above invoices approved for payment, seconded Cllr Porter, all Cllrs in agreement.
- Planning:
Letter received with enclosures from HDC re Tree Preservation Order No. L/TPO/326(2012) Merienda, Greenhill Road, Elton PE8 6SA – informing that the above Order was varied to correct the position of the tree on the plan and was confirmed by the Council amended on 13th January 2014.
- Trees:
Clearing of verges – 4 quotations received and discussed. Cllrs examined each tender and agreed to award the contract to Contractor 4 on the basis of price and re-assurance on quality of work. Once work has been completed will be keeping the vegetation down whilst in the village cutting the grass for the next two years. Cllr Donoyou proposed, seconded Cllr Doughty all Cllrs in agreement. Parish Clerk to check with Defra re bird nesting season. Work to commence asap starting in River Lane.
No change – 4 trees ordered from HDC, 2 we already have awaiting to be planted, article put in village magazine saying intend to plant in 2/3 weeks time.
- Correspondence:
Letter received from Northamptonshire Highways – Duck Street Elton, Bridge repairs are to be carried out mid to late March and are scheduled to last for 6 weeks. Temporary traffic signals will be in place throughout the works period and the carriageway width over the bridge will be reduced to 3 metres. Pedestrian access will however be maintained over the bridge.
Letter from resident about suspicious vehicle in village between 13th and 15th February. Parish Clerk to respond.
Letter re Elton School Bell – request for donation from the Parish Council. Response “the PC is committed to a major programme of expenditure with clearing grass verges, street lights and other projects which benefit the residents of Elton. As much as we would like to help on this occasion our funds are fully committed”. Proposed Cllr Donoyou, seconded Cllr Doughty all Cllrs in agreement.
Email re Litter Pick requesting support from Parish Council. Parish Council will put up poster on their noticeboard. Clerk to contact and request copy.
- Reports from Councillors:
Peterborough Angling Society – barbed wire on bottom of fence which is dangerous, could we request this is replaced with single strand wire or similar.
Street Lights – light opposite garage on during day, off at night. Street light outside school and outside blacksmiths shop not working. Parish Clerk to report.
Water running down Middle Street, resident has been in touch with AW who are looking into.
Gritting – resident advised that HDC will now be gritting around whole of village.
