MINUTES OF ELTON PARISH COUNCIL MEETING HELD IN THE HIGHGATE HALL ON TUESDAY 19TH APRIL 2011 AT 8.00 P.M.

2. Declaration of Interest
None
Cllr Truman asked (as Nick Guyatt was in attendance) if anyone had any highways issues. As no issues were raised Cllr Guyatt left the meeting.

3. Minutes of 15th March 2011
Cllr Todd proposed minutes agreed, seconded by Cllr Porter, all in favour.
4. Matters arising from the minutes of 15th March 2011
Several issues were raised by councillors at last meeting whereby Clerk contacted highways, a response has been received and councillors updated.
5. Authorisation of Payments
Wendy Gray, Parish Clerk, Salary £160.00
Wendy Gray – Expenses £4.92
MHB Services – Maint 1st April 2011 £47.00
Highgate Hall – Hire of annexe 15th February 2011 £11.00
CPRE Membership £29.00
CPALC Affiliation Fee 2011/2012 £226.29
Oak Foundation – Lifeline Telephone £201.24
Ian Kirk – Reimbursement – Petrol (grasscutting) £24.61
Cllr Kirk proposed expenditure approved, seconded by Cllr Burgess, all in agreement.
6. Dog Fouling
Letters received from Mr G Robinson which were copied to all councillors. Lengthy
discussions ensued. The Parish Council Chairman had also had discussions with
Elton Estates who were also very concerned about the increase in dog fouling
within the village.
It was agreed that the Chairman would draft a letter which could be distributed around the village, possible signs could also be put up. Consensus was that a lot of people are not aware what damage can be caused and we need to educate them. Proposed by Cllr Burgess, seconded Cllr Hidderley, all in favour.
7. Closure of Village Shop and Post Office
Wendy Gray vacated her seat as Parish Clerk and joined the public to advise
that following her previous report in February that it looked as though the shop
and post office had been sold, unfortunately due to the fact that their lease would
not be renewed the shop and post office would close on Saturday 30th April 2011.
At this point the Chairman confirmed that Elton Society had written a letter to
Elton Estates to say that they were aware that the shop and potentially the post office may close. Elton Society had received a reply from Elton Estates that it was their intention that the facility remain.
The Chairman also raised the subject again at a meeting with Elton Estates last evening and was advised that “there is nothing more we can say at the moment, bear with them at this moment in time, it is absolutely their intention that the facility is maintained for the future of the village”.
8. Planning
1100358FUL – Retention of gates, gateposts, low wall and
railings at Elton Hall, Elton Hall Estate, Elton – no objections raised
1100410FUL – Erection of two storey extension and alterations at 30 Hayes Walk, Elton – no objections raised
9. Parish Council (Special Projects)
What do the Parish Council want to do in the future, look at ways of obtaining grants to complete projects – will start to compile a list and review at each meeting.
10. Correspondence
All correspondence circulated during course of meeting.
11. Meeting with Elton Estates
Asbestos on Wansford Road on left hand side has already been reported.
12. Reports from Councillors
Cllr Porter – Man Hole cover outside Mr Sardeson’s house on School Lane, this has been reported to authorities by Clerk previously whereby ref numbers given to complete the work – the Clerk will follow up.
Cllr Burgess – fly tipping on right hand side of road, just before Bullock Road turn.
Cllr Todd – dropped kerbs – Clerk to speak with Richard Kingston who was looking into for us and to also inform Cllr McGuire and Cllr Guyatt.
Cllr Kirk – pot hole along Wansford Road, had been filled but hole as reappeared.
Cllr Kirk – floodlights at school being left on all day, Clerk to write letter to school.
Cllr Truman – as Parish Clerk will shortly be moving all old documents will be sent to archive, only current and documents legally required will be maintained.
