MINUTES OF ELTON PARISH COUNCIL MEETING HELD IN THE HIGHGATE HALL ON TUESDAY 17TH APRIL 2012 AT 8.00 P.M.

2. Declaration of Interest:
No declarations of interest declared.
Questions for Cllr Macguire and Guyatt
Question for Cllr Guyatt – Village Appraisal – if Elton organised and prepared an appraisal where would it sit in planning office terms. Cllr Guyatt will look at what response have at the moment.
Cllr Macguire – Seminars are being held where councillors will be invited to discuss Localism Bill and way forward.
Cllr Macguire – Network plan – how CCC spend money should soon be outlined, does include cycle ways.
3. Minutes of 20th March 2012:
Proposed Cllr Kirk, seconded Cllr Hidderley, all in agreement.
4. Matters arising from the above minutes:
Cllr Donoyou will look at Village Sign and what repairs need to be made. Cllr Donoyou has been allocated up to £500 to make sign good.
5. Authorisation of Payments:
MHB Services – Maint 1st April 2012 £53.08
Wendy Gray – Salary less tax £160.00
Wendy Gray – Tax payment April 2012 £40.00
Wendy Gray – Expenses £40.58
The Oak Foundation £216.32
Ian Kirk – Lawnmower repair/petrol £43.24
CPALC – Affiliation Fee £227.10
All in favour of expenditure being approved.
6. Planning:
New application received – 1200482LBC Block off doorway between modern extension and existing building at 19 Chapel Lane, Elton PE8 6RE – no objections were raised.
7. Special Projects:
Cllr Kirk asked if area at the back of the Churchyard could be cleared. Cllr Donoyou reported it was a condition of the grant that they will be clearing area. Cllr Kirk replied that removing brambles in corner area to enable lawnmower to be used would make it easier and it would improve the look of the churchyard. Cllr Donoyou will write to Sir William Proby to see if we can get area cleared.
8. Trees:
Cllr Donoyou has met with two residents who had made a request to plant a tree in memory of their loved one’s. Cllr Donoyou said should we perhaps do something more like “an avenue of trees” in an area of the village where everyone could see and visit them. We would need to find a piece of land. All in agreement that this was a good idea, Cllr Donoyou will pursue. We will add to Parish Council Special Project List.
HDC made Tree Preservation Order No. L/TPO/326(2012) on 23 March 2012 – Horse Chestnut tree at Merienda, Greenhill Road, Elton.
9. Correspondence:
HM Queen’s Diamond Jubilee Picnic at Burghley House on Wednesday 13th June 2012. The Parish Council were asked to put nominate 2 people plus guests from the Parish who play or have played a part in the life of the community. The deadline for nominations was the 13th April, the Parish Clerk had requested an extension but it was reiterated the deadline was 13th April – two nominations have been put forward and we await to see if accepted.

10. Meeting with Elton Estates:
Nothing to report.
11. Reports from Councillors:
Cars parked along Back Lane covering part of footpath – it was suggested that when vehicles are seen parked this way that we contact the PCSO.
“The Pound” full of wheelie bins and wooden apex’s. Cllr Kirk will have a word with the residents to request removal.
