MINUTES OF ELTON PARISH COUNCIL MEETING HELD IN THE HIGHGATE HALL ON
TUESDAY 16TH APRIL 2013 AT 8.00 P.M.

The meeting was chaired by Councillor J Burgess
1. Apologies for Absence:

2. Declaration of Interest:
None.
Cllr Guyatt:
Reported that he had met with resident that afternoon concerning FOI issues. Cllr Guyatt had established his issues and what he wanted to happen. Would the Parish Council cut the grass verge at the bottom of Duck Street on the path side down to the Red Bridge which will allow people to walk up and down the path. If agreement is given no further answers will be required to all other correspondence received. The Parish Council agreed that the grass contractor would be contacted to include this area when the grass is next cut which will be in May and this area will be added to the grass cutting plan for the future. The contractor will be asked to amend his quote accordingly.
Cllr Donoyou requested Cllr Guyatt to please pass our thanks to Bridget Halford for helping with the Parish Planting Scheme.
Cllr McGuire:
Highways Maintenance Budget – a new scoring scheme has been introduced.
Haddon Project – updated on project so far, will advise when next Action Group Meeting is to take place – Parish Council Contact Cllr R Donoyou. Will bring a copy of plans to next PC meeting for members to view.
3. Chairmanship of Meetings:
As we had not had a chairman for the last few months Cllrs were advised to think about this role ready for AGM in May when a new Chairman should be appointed.
It was agreed that we should also consider placing draft minutes on the noticeboard, producing an articles for the village magazine and look at upgrading the website which will enable to residents of the village to know what is going on much sooner than what we have at the moment. Standing Orders will need to be amended. Agenda item for next meeting.
4. Minutes of 19th March 2013:
Cllr Donoyou proposed minutes accepted as a true and accurate record, seconded Cllr Todd, all in favour.
5. Matters arising from the above minutes:
• Footpath Brawn Way – on Highways schedule for work repairs to be carried out.
• Litter Pick – Letter to be sent to Elton Society offering vote of thanks for their efforts on the Litter Pick that was carried out over the weekend.
• Elton Estates produced a map but unfortunately this was for the Sewerage Works and not the Pumping Station, new map to be requested.
6. Authorisation of Payments:
Wendy Gray, Parish Clerk, Salary April plus training £335.00
K & M Lighting Services – Maint April 2013 £61.15
A Flatters – Grasscutting – April 2013 £320.00
CPRE Contribution £29.00
Highgate Hall – Hire of Annexe February/March 2013 £34.00
CAPALC Affiliation Fee £236.17
Proposed payments approved Cllr Doughty, seconded Cllr Shrive, all in favour.
7. Planning:
1300505FUL Proposed erection of dwelling following demolition of existing steel framed barn on Land South of 3 Middle Street, Elton Response required by 2nd May 2013
8. Trees:
Cllr Donoyou reported on Trees planted for Golden Jubilee, trees being donated by HDC together with ties and stakes. First phase of planting carried out.
Letter received from resident expressing concern that a memorial tree had been dug up, requesting that tree is replaced. Cllr Donoyou reported that tree was dug up by mistake and he immediately contacted letter writer and confirmed that a replacement tree would be bought and planted in same place. Parish Clerk to write to resident apologising for stress caused and confirm that tree will be replaced as soon as possible.
9. General Correspondence:
Report received from PCSO re crimes over the last month – no incidents reported.
Update received from Roland Fletcher re completed works on gates to footpaths.
10. Reports from Councillors:
Village Sign – can we check what is happening with repairs, can we have a timescale for completion.
Replacement May Tree – if HDC do not pay for replacement, would Parish Council pay for cost of tree only.
Light outside Garden Centre is not working.
Light opposite Loch Fyne in between Garden Centre is not working.
Boats moored (Station Road) along River – could we check with EN.
Dog Fouling Notices have appeared on gates into field – request that we contact HDC to see if these are genuine and if so could we request copies for placing on entrances to the Churchyard.
Road other side of Red Bridge – large pot holes need filling – this is in Fotheringhay Parish (NCC). Parish Clerk to advise of state of road.
It was noted that when walking towards the Mill a galvanised tank has appeared, does anyone know what is underneath it?
