MINUTES OF ELTON PARISH COUNCIL MEETING HELD IN THE HIGHGATE HALL ON TUESDAY 15TH DECEMBER 2009 AT 8.00 P.M.

Meeting commenced at 8.10 p.m. Cllr Rankmore joined the meeting at 8.35 p.m.

3. Minutes of 17th November 2009
Proposed minutes agreed Cllr Hidderley, seconded Cllr Nicholson, all in favour.
4. Matters Arising from the Minutes of 17th November 2009
None
5. Finance/Authorisation of Payments
Wendy Gray – Wages & Expenses Nov/Dec 2009 £281.15
MHB Services – Lighting Maint December 2009 £45.05
All above invoices agreed for payment – proposed Cllr Nicholson, seconded Cllr Hidderley, all in favour.
Comparison this time last year – Parish Clerk gave explanation of where we are this year and how we compared against last year with regards to expenditure.
Precept 2010/2011 –
Propose that precept requested is same as last year £10,500 – Cllr Hidderley proposed, Cllr Kirk seconded, all in favour (I abstention).
Electricity Supply – further quotations awaited i.e. E-on, Scottish Power. Once all quotations are in a decision can be made as to which supplier to use in the future.
6. Highways
Cllr Burgess advised that road past Morborne TV mast to Warmington (outside America Lodge) is in poor state of repair, although Highways had confirmed they would keep a check on this over the next few months could we request that this is looked at sooner rather than later – Parish Clerk will speak with Highways again.
7. Trees
Further copy correspondence received, Cllr Truman spoke with resident and advised speaking to the right people – decision from Parish Council to leave in the hands of CCC.
8. Planning
Crown Inn – letter received from planning department – questions to be asked “are we able to appeal against decision? What is deadline? Cllr Truman will speak with resident in Brawn Way to ascertain if wishing to take further and offer Parish Councils support.
9. Greens & Verges
Quotation still awaited for work to be carried out on the village greens – agenda item for next meeting.
Verge Middle Street (Gables) – 1 quotation received, 2 further quotations requested.
10. Correspondence
Letter from CCC re purchase of Salt Bins – if receive enough interest/orders received would dramatically reduce costs of bins.
11. Reports from Councillors
Cllr Truman – ELTON MEADOWS which is other side of river, the piece of land adjoining 35 Duck Street (Arculus) and up towards railway line is for sale. The Wild Life Trust are interested in obtaining land to keep it as a public amenity and maintain as a wetland meadow area. As the land is on the edge of the Parish Boundary, it does adjoin footpath area that we have fought for. Elton is the closest village and the village most likely to have interest in the area being looked after. Interest has also been shown in the land from other sources! The Wild Life Trust would like to attend a Parish Council Meeting to ask for our support with a view to proceeding further. Cllr Truman asked if this was something the Parish Council would like to get involved in.
The members of the council suggested that as we know very little at the moment it was suggested that Cllr Truman seeks further information from the Wild Life Trust with a view to involving Elton Society and perhaps some members of the Parish Council and people in the village.
Cllr Kirk reported that the wall adjacent to 2 Overend does not belong to the Parish Council. The Pound is in a poor state of repair, if ivy is removed wall may collapse, re pointing needs to be done.
Cllr Kirk – will we be having another skip before end of financial year – we have funding for one more skip say end of March (agenda item for January meeting).
Dog Fouling – it was reported that over recent weeks dog fouling on pavements and verges and a number of dogs being allowed to run loose in evenings around the village was more apparent. Clerk to contact Dog Warden for advice/way forward.
