MINUTES OF ELTON PARISH COUNCIL MEETING HELD IN THE HIGHGATE HALL ON TUESDAY 17th November 2009 AT 8.00 P.M.

MHB Services – Lighting Maint November 2009 £45.05
Open Spaces Society – Subscription £40.00
Highgate Hall – Hire of Annexe – 20th October 2009 £11.00
All above invoices agreed for payment – proposed Cllr Nicholson, seconded Cllr Burgess, all in favour.
Comparison this time last year – to be discussed at next meeting
Precept 2010/2011 – deadline extended – to be discussed at next meeting.
Electricity Supply – quote to be obtained from E-on for next meeting.
6. Highways
Nothing to report
7. Trees
Letter from resident 5 Rectory Farm Court re trees planted on Back Lane. Response to be sent with copies to Cambridgeshire County Council that we cannot support their letter.
8. Planning
0901300FUL – Part O S 0022 South West of Water Newton Lodge, Gated Road Elton – condition to be imposed that shed should be kept within reason (tidy) and discourage vermin.
0901299FUL – Rear extension to replace conservatory and side extension, Hillview, Greenhill Road, Elton – no objection.
Crown Inn – Cllr Bense attended planning meeting on Parish Council’s behalf and expressed their concerns. Despite this it appeared that no notice whatsoever had been taken and permission was granted. Letter to be sent with copy to Cllr McGuire expressing the Parish Council’s disappointment that it appeared no consideration or notice was given to our concerns.
9. Greens & Verges
Quotation still awaited – Parish Clerk will chase.
Verge Middle Street (Gables) – BCN do not carry out this kind of work – name and telephone number supplied re possible contractor – Parish Clerk to contact.
10. Correspondence
o Flood Forum – meeting on 10th December (copy of letter to Cllr Bense)
o Open Day – Cambridgeshire Highways (copy of letter to Cllr Bense and Hidderley
o Older People given control of their social care – possible article for Village Magazine
o Citizens Advice Bureau (request for monetary assistance). Elton PC not in a position to do.
o Cambridgeshire Horizons
11. Reports from Councillors
o Trees Back Lane – letter received from 5 Rectory Farm Court – Parish Clerk to respond to letter
o Calor Village of Year – Winner Warboys, 2nd Place Eltisley, 3rd Place Abbotsley – this was the last year as Calor have now pulled out of sponsorship.
o Letter from resident 19 Wansford Road – letter read out which resident received from anonymous sender re constant barking by dog, residents at 19 Wansford Road do not have a dog. He had notified the Police.
o Skip – review in Spring 2010
o Cllr Porter reported that recently he had bumped into some walkers who had parked on stocks green during heavy rain and when he suggested that they might like to use car park at Highgate Hall as the Parish Council were trying to preserve the greens he was informed that when vehicles are parked at the hall they are charged a car parking fee – is this correct? Parish Clerk to ask the question.
o Cllr Bense – Footpath decision – although we have won there is a period of 6 weeks for an appeal to be made.
