MINUTES OF ELTON PARISH COUNCIL MEETING HELD IN THE HIGHGATE HALL ON TUESDAY 20TH OCTOBER 2009 AT 8.00 P.M.

3. Minutes of 15th September 2009
Proposed minutes agreed Cllr Rankmore, seconded Cllr Hidderley, all in favour.
4. Matters Arising from the Minutes of 15th September 2009
Cherry Trees Back Lane – extension for removal given.
Verge Middle Street adjacent to The Gables – HDC confirmed do not own the land, this also confirmed by Land Registry. Parish Clerk to obtain quotations for possible clearing and report back to Parish Council.
5. Finance/Authorisation of Payments
MHB Services – Lighting Maint – Sept 2009 £45.05
Highgate Hall – Room Hire – £11.00
Wendy Gray, Parish Clerk – Wages & Exp September 2009 £501.57
All above invoices agreed for payment – proposed Cllr Rankmore, seconded Cllr Burgess, all in favour.
Comparison this time last year – the Parish Clerk advised on expenditure to date and
expenditure that will be incurred for rest of the year. Parish Clerk to provide accounts
to Cllr Rankmore for budget to be prepared for next year.
Precept 2010/2011 – request to be submitted by 11th December – to take into account cost of local elections.
Electricity Supply – still awaiting invoices.
6. Highways
Funding Opportunities 2010/2011 – forms to be completed by 11th December 2009 if we wish to submit application. It was felt that this was not feasible due to the soaring
cost parish would have to contribute i.e. 25% of any scheme.
Parish Clerk had been advised by Jo Challis of CCC that all work now completed on minor improvement works on Overend. Cllr Kirk enquired if the posts had been put in place that he understood had been requested. Parish Clerk to follow this up.
Cllr Burgess advised that bottom end of Bullock Road in poor state of repair could this be reported to Highways.
7. Trees
No. 1 Back Lane – bushes overgrowing footpath into Pages Passage – letter to be sent asking tenant to cut back.
2 Overend – letter from Architect requesting
a) permission to remove 2 sapling Sycamore trees immediately adjacent and outside the northern boundary fence. HDC advised that land not owned by them. Parish Councillors raised no objections.
b) area of land to south of client’s boundary known as pound – part of wall dilapidated – understand owned by Parish Council – Cllr Kirk to inspect wall and report back.
Cllr Rankmore asked if request could be made to prune apple tree outside Pembroke Cottage.
8. Planning
No new plans submitted.
9. Greens & Verges
Cllr Kirk and Parish Clerk met with contractor who will supply quotes.
10. Correspondence
BT Telephone Kiosk – letter from BT inviting Parish Council to adopt red telephone
for a £1. Parish Clerk to process – Cllr Rankmore paid the £1.
Speedwatch Training – to take place at Alwalton Village Hall on 6th November.
11. Reports from Councillors
Cllr Burgess asked to write article for Village Magazine for 100th edition covering 25 years in Elton also covering news from Parish Council – Cllr Burgess has advised that he is not in a position to quote.
