MINUTES OF ELTON PARISH COUNCIL MEETING HELD IN THE HIGHGATE HALL ON TUESDAY 17TH JANUARY 2012 AT 8.00 P.M.

2. Declaration of Interest:
No declarations of interest declared.
3. Minutes of 20th December 2011:
Cllr Shrive proposed minutes accepted as a true and accurate record, seconded Cllr Doughty, all in favour.
4. Matters arising from the above minutes:
Planning Application – Springfield, Greenhill Road. Mr Harris came along to the meeting to discuss changes that he had made to his original plan which he had withdrawn. Copies of the amended application were given to the Cllrs for them to re-consider when the amended plans arrive from HDC.
Cllr Guyatt confirmed that we should not approve amended application until we receive official planning application from HDC.
We then discussed items that were raised for the attention of Cllr Guyatt and Cllr MacGuire.
Could we request fallen leaves are cleared again.
Could the Dog Fouling Notices be replaced as notices very worn.
Cllr Burgess asked for a further update on the Haddon Project, Cllr Guyatt reported that Highways Agency were not satisfied with plans to date.
Cllr MacGuire was asked about the possibility of looking into changing the 30 mph speeding signs in the village – this was not a priority for the County Council but the PC can now take on board themselves (after due consultation with all relevant bodies concerned i.e. Police, Emergency services etc) if agreed highways can provide new signs at cost to the Parish Council.
Cllr Shrive asked if the road markings on Overend could be repainted, it was suggested that we write to Richard Kingston with this request.
Cllr MacGuire mentioned the Localism Bill and confirmed that he and Cllr Guyatt would be happy to meet with all councillors at a date and time suitable for everyone outside of a normal Parish Council meeting.

Proposed payments approved Cllr Burgess, seconded Cllr Shrive, all in favour.
6. Planning:
Planning application 1102125FUL – erection of agricultural building to provide winter accommodation for cattle Part O S 0022 South West of Water Newton Lodge, Gated Road, Elton – no objections raised.

8. Trees:
Request made from resident of 2 Chapel Lane to plant tree/bush in memory of her late mother within area of Chapel Lane. Cllr Donoyou to survey area and make contact with resident to discuss. Letter to be sent to resident confirming this.
Cllr Truman enquired which area of the village were the trees planted by the Parish Council. It was confirmed that these were planted along Wansford Road to the Spinney area.

10. Meeting with Elton Estates:
No report.
11. Reports from Councillors:
Cllr Truman – Jubilee Celebrations – the Chairman of Elton Society had had a meeting with Elton Estates and confirmed that permission had been given for a piece of land on the estate to be used for the celebrations.
Website – discussion re Elton Society using the Parish Council website. They are happy to take over the management of the site and get it totally up to date (it has not been updated for a long time by the Parish Council). It was agreed that the Parish Council would need to arrange for a disclaimer to be written that the “views of the author are not the views of the Parish Council” and would need to review situation after 12 months.
BT Kiosk – two broken panes of glass – do the Parish Council officially own it!
Cllr Shrive – asked if the Parish Council were aware of the renovations to the Black Horse that were taking place, is the property listed, houses old jail, would thought would be listed. Parish Clerk to speak with HDC.
Cllr Todd – damaged drain cover Greenhill Road near Old Rectory/entrance to
Greenhill Road – Anglian Water to be contacted.
Cllr Doughty – improvements to Stocks Green were waste of time. As a Parish Council can we not look at ways of raising money from local developments?
Cllr Kirk – is the quarry of Elton Estates in our area – lights on all the time, dazzling when driving along road from Warmington. Parish Clerk to discuss with company.
