MINUTES OF ELTON PARISH COUNCIL MEETING HELD IN THE HIGHGATE HALL ON TUESDAY 21ST FEBRUARY 2012 AT 8.00 P.M.

2. Declaration of Interest:
No declarations of interest declared.
3. Minutes of 17th January 2012:
One item missed off minutes re request whether Black Horse was listed due to renovations taking place as it houses old jail. Parish Clerk will amend for next meeting. Proposed Cllr Shrive, seconded Cllr Todd, all in favour.
4. Matters arising from the above minutes:
Planning Application – Springfield, Greenhill Road. New application received, an agenda item.
Road markings on Overend – schedule received from highways of when work is to be done.
5. Authorisation of Payments:
MHB Services – Maint 1st February 2012 £53.08
Highgate Hall – Hire of annexe £12.00
Wendy Gray – Salary less tax £160.00
Cambridgeshire County Council – Salt Bins £228.00
Proposed payments approved Cllr Shrive, seconded Cllr Todd, all in favour.
6. Planning:
Planning application 1200133FUL – construction of water storage pond using substrate material for embankments at Elton Furze Golf Club, Bullock Road, Elton, PE7 3TT – no objections raised.
Planning Application 1200112FUL – installation of ground mounted PV renewable energy system in paddock to rear of property at Springfield, Greenhill Road, Elton PE8 6SA – Parish Council response as follows, proposed Cllr Donoyou, seconded Cllr Porter, all in favour:
“The PC has concerns that as the proposed installation is over twice the size of a typical roof mounted domestic installation that the proposal appears to be a commercial sized installation. The PC also notes the application is made by a commercial energy company. The application states NO change of use. The PC also notes an inaccuracy in the application: The application states work has not commenced, yet work has started as there is currently a 40 panel array installed and functional immediately adjacent to the proposal, we understand that no permissions are in place for this and that it has been present during a site visit by a member of the Planning Department.
Elton Parish Council wishes to reinforce that it is not opposed to the concept of renewable energy schemes and are supportive of domestic schemes in domestic settings.
If the application is passed we would ask that the following conditions be placed on the permission:
1. That in the event of a cessation of use that the installation be removed
2. That in the event of any of the panels requiring replacement, that other than for like for like replacement, such work would require a new planning application
3. No further panels will be installed without a further planning application
4. That the existing scheme (without planning permission) to the west of this proposal be removed
5. That consideration be given to tree and hedgerow preservation orders for the sites southern boundary.”
7. Special Projects:
Wild Flowers set in verges on approach roads into the village.
8. Trees:
Cllr Donoyou will try to speak with two residents this week who have put in a request/permission to plant a tree for their loved one’s.
9. Correspondence:
PCSO’s report – copy circulated.
Letter from Methodist Chapel re request to use Stocks Green on 27th April for small marquee to serve refreshments at organ recital at the Chapel. Permission given.
Update from Lynda Porter as at 21st February 2012. It was agreed that we should ask John Cooper to come along to a pre scheduled meeting separate from a Parish Council meeting the subject matter being “Parish Paths”. An agenda to be prepared and agreed before a date is set for meeting.
Cllr Donoyou gave an update on “Rights of Way” submitted by the WI.
Cllr Porter asked if any further progress had been made with obtaining allotments. The Parish Council and HDC do not have any available land. Cllr Truman will speak again with Elton Estates. It was suggested that topic of “allotments” be put on special projects list.
Cllr Truman – letter received from secretary of WI re Village Sign. This was originally purchased by them for the village and concern was expressed about how the sign had decayed and it was brought to the Parish Councils attention to see if the Parish Council would get repaired. Cllr Truman and Cllr Donoyou will take a look at the sign in more detail to see to what extent repairs are required.
Cllr Truman – letters received from Treasurer of Highgate Hall.
10. Meeting with Elton Estates:
No report.
11. Reports from Councillors:
Cllr Truman – who owns piece of land next to Mr Lock (corner of overend). Parish Clerk to make enquiries.
Cllr Porter – could we erect sign down by the river to encourage people to take their litter home with them/put in the bins. Cllr Truman will speak with Elton Estates.
Cllr Shrive – light out on St Botolph Green.
Cllr Shrive – grit bins need topping up.
