MINUTES OF ELTON PARISH COUNCIL MEETING HELD IN THE HIGHGATE HALL ON
TUESDAY 15TH JANUARY 2013 AT 8.00 P.M.

The meeting was chaired by Councillor I Kirk
Items raised for Cllr MacGuire – replenish salt for grit bins, potholes (particularly Wansford Road), dangerous condition
Of pathway from Back Lane into Brawn Way – Parish Clerk to liaise with HDC direct.
Local Highway Improvements – deadline passed, suggest we spoke with Emma Murden direct.

3. Minutes of 20th November 2012:
Cllr Donoyou proposed minutes accepted as a true and accurate record, seconded Cllr Shrive, all in favour.
4. Matters arising from the above minutes:
Residents concerned about trees.
Telephone Mast – pending.
Sub-station Anglian Water – clearing overgrown shrubbery – still pending.
5. Authorisation of Payments:
Wendy Gray, Parish Clerk, Salary December and January £320.00
Wendy Gray, Parish Clerk, Tax December and January £80.00
Wendy Gray – Expenses £20.06
Highgate Hall – Hire of Annexe – September and November £34.00
K & M Lighting Services – Maint Dec 2012/January 2013 £122.30
Mr I Kirk – petrol for mowers £19.44
Proposed payments approved Cllr Hidderley, seconded Cllr Porter, all in favour.
6. Precept 2013-2014:
The Budget proposals were accepted and it was agreed that we would ask for a precept figure for the next financial year of £13,000 and increase of £1,000 on last year. Proposed Cllr Hidderley, seconded Cllr Truman, all in favour. It was agreed we would review bank accounts and electricity provider at next meeting and obtain quotes for grasscutting for the next financial year.
7. Planning:
No new applications received.
8. Allotments – Potential Site:
Nothing further to report.
9. Trees:
As agreed at last meeting an article was placed in village magazine explaining the tree planting in and around the village. Cllr Donoyou has ordered trees from District Council and has negotiated stakes and ties. We have received two responses from residents, Cllr Donoyou will be happy to speak with both residents.
10. Special Projects:
Suggest we look at local highways improvement scheme for verges where they have been damaged. Parish Clerk to check with CCC as deadline has been passed to see if we can submit request.
11. General Correspondence:
Report received from PCSO re crimes over the last month.
Email received from resident expressing concern that the Minutes that are published on Noticeboard (latest edition he saw was July 2012) are out of date, were the Parish Council aware. October 2012 Minutes were posted by Mr Kirk, as there was no meeting in December, November Minutes would not be posted until after tonight’s meeting. It was suggested that perhaps an explanation is placed in Living Village magazine that we do not publish minutes until they have been signed off i.e. January minutes put up after February meeting.
12. Meeting with Elton Estates:
No meetings held recently.
13. Reports from Councillors:
Cllr Hidderley – people living on side of River, people paying to have boats there.
Cllr Porter – repair to footpath mentioned above.
Cllr Donoyou – Request that Footpaths be put on March agenda, RD will produce a plan for councillors. Cllr Donoyou gave advance apologies as will not be able to attend February meeting.
Cllr Doughty – Anglian Water were due to replace non return valve at end of River Lane (due to recent flooding).
Pumping Station area still needs clearing, CCC re phone mast.
The meeting closed at 9.50 p.m.
