MINUTES OF ELTON PARISH COUNCIL MEETING HELD IN THE HIGHGATE HALL ON
TUESDAY 19TH FEBRUARY 2013 AT 8.00 P.M.

1. Apologies for Absence:

2. Declaration of Interest:
Cllr Truman (Planning)
3. Freedom of Information:
Cllr Guyatt offered to arbitrate on the Parish Council’s behalf by meeting with resident. Cllr Truman proposed we accept Cllr Guyatt’s offer of arbitrator, seconded Cllr Hidderley, all in favour. Parish Clerk to forward outstanding notes to Cllr Guyatt.
4. Minutes of 15th January 2013:
Cllr Hidderley proposed minutes accepted as a true and accurate record, seconded Cllr Doughty, all in favour.
5. Matters arising from the above minutes:
Telephone Mast – pending.
Sub-station Anglian Water – clearing overgrown shrubbery – Anglian Water have confirmed work will be completed.
6. Authorisation of Payments:
Wendy Gray, Parish Clerk, Salary February £160.00
Wendy Gray, Parish Clerk, Tax February £40.00
Highgate Hall – Hire of Annexe – December and January £34.00
K & M Lighting Services – Maint February 2013 £61.15
i.net – Annual Hosting and Domain £217.60
Proposed payments approved Cllr Porter, seconded Cllr Hidderley, all in favour.
7. Litter Pick:
Cllr Truman had been contacted by Elton Society asking for support from the Parish Council to take over the organising of the Litter Pick after this year from Mr Harris. It was agreed that the Parish Clerk would take over the role of organising on behalf of the Parish Council. Cllr Truman will report back to Elton Society and arrange for handover.
8. Planning:
1201967FUL Creation of new farm access (renewal of planning permission 0802039FUL) Sheepwalk Farm, Oundle Road, Elton PE8 6SD
1202030FUL Extension to and conversion of farm buildings to form dwelling Agricultural buildings at 3 Middle Street, Elton
1202031FUL Proposed detached dwelling following demolition of steel barn Land south of 3 Middle Street, Elton
The above plans had already been circulated and comments forwarded to Planning at HDC.
9. Trees:
In Cllr Donoyou’s absence there was nothing to report, he will update at next meeting.
10. Grasscutting:
It was discussed whether the Standing Orders should be changed to reflect £3,000 the limit for grasscutting before we had to put out to tender, this was proposed by Cllr Truman, seconded by Cllr Porter, all in favour.
It was agreed that we would send out tenders for the grasscutting for 2013/2014 as per map requesting two quotations, one for the whole area and one minus the cost of the village greens. Quotations to be discussed and decision made at March meeting on who has been successful.
11. General Correspondence:
Report received from PCSO re crimes over the last month.
Parish Clerk confirmed that she had received telephone call from Cllr Burgess advising that he would be resigning from the Parish Council.
12. Reports from Councillors:
Cllr Shrive – street lights in need of repair on St Botolph Green, Highgate Green and Highgate Green/Wansford Road junction
Cllr Truman – requested agenda item for next meeting “Chairmanship of Meetings”.
Cllr Kirk – reported he had spoken with Chairman of Village Hall, they had no projects.
Cllr Kirk – the churchyard equipment is in need of servicing i.e. three mowers, three strimmers, would the Parish Council fund the repairs. It was requested that quotes are obtained and a limit of £500 will be set aside.
The meeting closed at 10.00 p.m.
