MINUTES OF ELTON PARISH COUNCIL MEETING HELD IN THE HIGHGATE HALL ON TUESDAY 19TH JULY 2011 AT 8.00 P.M.

2. Declaration of Interest:

3. Minutes of 21st June 2011:
Cllr Shrive proposed minutes accepted as a true and accurate record, seconded Cllr Hidderley, all in favour.
4. Matters arising from the above minutes:
Bus Shelter – Cllr Shrive reported that Cllr Kirk had obtained a verbal quote for the Bus Shelter, need to obtain written quotation.
Moorings by Red Bridge – two more moorings have appeared, environment agency advised, awaiting their response. Caravan on site has become occupied. East Northants District Council to be advised.
Bottle Bank has now gone.
At Risk Register – Cllr Donoyou drafted a reply, this is to formally notify us of properties that are at risk in our Parish.
Blocked manhole outside Highgate House – Cllr Guyatt to chase up with highways.

Proposed payments approved Cllr Hidderley, seconded Cllr Burgess, all in favour.
6. Planning:
Loch Fyne – our response is as follows – The Design and Access and Heritage
Statement are minamalistic. Loss of original fabric to this model farm building would be regretable. It would be better to
1. retain the existing and original fanlight
2. delete the fibreglass roof unit, which will involve cutting of rafters and introduce an unsympathetic element
3. above the cooker/fryers instal 2 or 3 conservation rooflights BETWEEN EXISTING RAFTERS with opening levers allowing operation from light switch level
In this way ventilation would be achieved with minimal loss of historic fabric.
Elton Estates – as this application arrived too late to be put on the agenda Cllr Donoyou will go through plans with Cllrs and write a response.
7. Footpaths:
Sub-committee still to be arranged.
8. Cooper’s Hospital
No further update. Cllr Burgess put his name forward.

11. Meeting with Elton Estates:
Topics to raise at next meeting, Footpaths, Ruts in grass opposite/on Stocks Green, Buildings at Risk Register
12. Reports from Councillors:
Cllr Shrive – noticed in Northamptonshire traffic calming is in place where they have no lights (add to special project list).
Cllr Doughty – little blue parcels being left around (dog pooh), boat moored and cars parked other side of river, having a barbecue, getting in from Fotheringhay Road (concern over fires). River is also getting very overgrown.
