MINUTES OF ELTON PARISH COUNCIL MEETING HELD IN THE HIGHGATE HALL ON TUESDAY 20TH SEPTEMBER 2011 AT 8.00 P.M.

2. Declaration of Interest:

3. Minutes of 19th July 2011:
Cllr Hidderley proposed minutes accepted as a true and accurate record, seconded Cllr Donoyou, all in favour.
4. Matters arising from the above minutes:
Blocked manhole outside Highgate House – Cllr Guyatt to follow up with highways. Cllr Guyatt had advised highways, will speak with them again.
White Posts alongside verge in School Lane, two damaged could these be replaced.
5. Authorisation of Payments:
Wendy Gray, Parish Clerk, Salary £320.00
MHB Services – Maint 1st July 2011 £94.00
Wendy Gray, Parish Clerk, Tax £120.00
Highgate Hall – Room Hire £24.00
Ian Kirk – Petrol for Mower £33.30
Ian Kirk – Repairs to Mower £116.06
Proposed payments approved Cllr Hidderley, seconded Cllr Porter, all in favour.
6. Planning:
1101470FUL – Conservatory to rear of property at 3 Wansford Road, Elton PE8 6RZ – no objections were raised.
1101479FUL – Replacement of oil tank by air source heat pump at 29 Middle Street, Elton PE8 6RA – no objections were raised, the Parish Council wondered if this actually needed planning permission.
New application received today 1101210FUL for change of use and alterations to existing barn to form new dwelling with ancillary horse stables at Agricultural Buildings north of Tookey Lodge, Bullock Road, Elton. This will be circulated to all councillors for a response to be made to HDC by 10th October 2011.
7. Footpaths:
Sub-committee arranged although no meeting has taken place. Breakdown received from Linda Porter with work completed so far and work left to do. Look at getting additional bin for Doggy Bags to be placed in, check with HDC if they can provide, agenda item for when precept is discussed.
Cllr Porter enquired if wording had been finalised for putting notices up. Cllr Truman reported that the Parish Council and Elton Society were o.k. with the words but no response had been received from Elton Estates.
8. Cooper’s Hospital
No further update. Keep as an agenda item.
9. Special Projects:
Additional items added to the list.
10. Correspondence:
None.
11. Meeting with Elton Estates:
No meetings have taken place in last two months.
12. Reports from Councillors:
Councillor Training will take place on the 20th, 28th and 29th September timing 6.30 for 7.00 p.m. start in the Wansford Community Hall, Peterborough Road, Wansford.
Footpath to Warmington – Cllr Donoyou confirmed that he had a supply of forms for those who wished to complete and submit to confirm that they used and had used for some considerable time the Footpath to Warmington. He will bring a supply to the next Parish Council Meeting.
Cllr Todd enquired what happens if all the trees die off in the village, what plans do the Parish Council have in place to replace them.
Cllr Hidderley reported pile of rubber tyres have been dumped over the other side of the red bridge, approx 20 in total on right hand side towards Nassington near Peter Mees field.
Cllr Donoyou – could we chase Environment Agency for a response to our query re moorings on river.
Cllr Kirk – asked to obtain written quote for work to be carried out on the bus shelter, Cllr Donoyou said it looked as if work had already been done but he will check.
Cllr Kirk reported lights out on St Botolph Green, light next to BT Kiosk and light in in the Bus Shelter near Mr Lock’s house.
Cllr Kirk reported large amount of leaves on path/road near cricket pitch.
