MINUTES OF ELTON PARISH COUNCIL MEETING HELD IN THE HIGHGATE HALL ON TUESDAY 18TH OCTOBER 2011 AT 8.00 P.M.

1. Apologies for Absence:

2. Declaration of Interest:
Cllr Hidderley – Planning (planning application is his Daughter’s).

3. Minutes of 20th September 2011:
Cllr Todd proposed minutes accepted as a true and accurate record once changes made, seconded Cllr Burgess, all in favour.

4. Matters arising from the above minutes:
E-mail received from tenant farmer on status of putting up signs re dog fouling. Advised wording had been compiled and passed to Elton Estates.

Leaves – this was discussed at last meeting, as HDC only pick up once a year could we now make a request for this to be done, very bad on footpath near Cricket Field. Clerk to contact HDC.

Street Light Overend – lighting contractor now unable to get replacement lantern , we are now looking at lot higher cost for new – Clerk to speak with insurance company to see if new figure acceptable.

Pontoons near Red Bridge – Enforcement officer from East Northamptonshire has paid a visit to site and reported back that no one appears to be living on site. Was advised by gentleman that he is intending to reapply for a marina at the site.

5. Authorisation of Payments:

MHB Services – Maint 1st October 2011 £47.00
Open Spaces – subscription renewal £40.00
John – Grasscutting August/September 2011 £500.00
Ian Kirk – Petrol for Mower £15.15

Proposed payments approved Cllr Hidderley, seconded Cllr Porter, all in favour.

6. Planning:
1101652FUL – erection of 2 storey extension at 11 Duck Street, Elton, PE8 6RQ – no objections were raised.

7. Footpaths:
Apologies from Lynda Porter – awaiting further report from John Cooper.

8. Cooper’s Hospital
No further update. Keep as an agenda item.

9. Special Projects:
Additional items added to the list. Traffic Calming to be added to the list.

10. Correspondence:
Open Spaces Society, AGM etc – circulated
Augean Newsletter – circulated
The Queen’s Diamond Jubilee Beacons “A Guide to Taking Part” – copy to be given to Elton Society
HDC re CCTV Funding – Parish Council do not have any excess funding to support this
Letter from resident re planting of tree in memory of late husband – Parish Clerk to respond to letter and advise resident to speak with Tree Warden in the first instance.
Letter re Precept for 2012/2013 – Parish Clerk to prepare budget for next year, agenda item for next meeting.

11. Meeting with Elton Estates:
No report.

12. Reports from Councillors:
Cllr Porter – are we going to have salt bins this year! Can we do something about this. Agenda item for next meeting, obtain prices of salt bins etc. Need a proposal to do something that is different i.e. do we

a) Purchase Salt Bins
b) Not at the moment – look at next year
c) Find a need, does not cost in the first place

Clerk to obtain a quotation re cost of one day’s labour for general maintenance around the village for next meeting.

Kissing Gate through churchyard into the park area of old memorial – one slab has been knocked off. Elton Estates to be informed.
