MINUTES OF ELTON PARISH COUNCIL ANNUAL GENERAL MEETING HELD IN THE HIGHGATE HALL ON TUESDAY 17TH MAY 2011 AT 8.15 P.M.

1. Apologies for Absence:

2. Declaration of Interest:
None
3. Election of Officers:
Cllr Truman stood down and handed meeting over to the Parish Clerk.
The Parish Clerk asked for nominations for position of Chairman.
Cllr Shrive proposed that they stay as they are from previous year, seconded by Cllr Hidderley all in favour. Cllr Truman remains as Chairman, Cllr Kirk remains as
Vice Chairman..
4. Vacancy for Councillor:
Two responses received following advertisement (at this point Mr Donoyou and Mrs Porter left the meeting) a vote was taken – Mr Richard Donoyou was duly
elected.
Mr Donoyou and Mrs Porter were asked to rejoin meeting – Mr Donoyou was
welcomed by the council and duly took his seat with the other councillors.
5. Minutes of 19th April 2011:
Subject to change of name (Sardeson to Sanderson) Cllr Kirk proposed minutes accepted as a true and accurate record, seconded Cllr Porter, all in favour.
6. Matters arising from the above minutes:
Pot Hole, Wansford Road, has been filled but hole has reappeared. Clerk to contact highways and advise them of situation.
7. Authorisation of Payments:
Wendy Gray, Parish Clerk, Salary £160.00
MHB Services – Maint 1st May 2011 £47.00
Highgate Hall – Hire of Annexe – 15th March 2011 £11.00
J Plowright – Grasscutting April 2011 £250.00

Proposed payments approved Cllr Hidderley, seconded Cllr Kirk, all in favour.
8. Planning:
None

9. Public Rights of Way (Footpath):
Cllr Burgess requested update on current situation regarding footpath from Elton Mill to Warmington as he had been asked what the latest situation was. Cllr Donoyou confirmed that the matter was now in the hands of Northamptonshire County Council and the matter could take anywhere up to 12 to 18 months before we hear anything further. Cllr Donoyou requested that any further statements are forwarded to him. Cllr Donoyou and Cllr Burgess will liaise outside meeting and will report back to all councillors at the next Parish Council meeting.
Footpath to Greenhill Road – now getting overgrown with vegetation and areas that were re surfaced vegetation is growing through making it dangerous to walk/use. Clerk will report to highways (Richard Kingston) to request repairs are carried out.
Layby near to Bullock Road on right hand side going to Chesterton – two mattresses have been dumped. Clerk to request their removal.
Layby on opposite side of road above old tarmac has been dumped. Clerk to request removal.
Cllr Truman had received request from our PCSO to seek councillors views on some sort of removable posts to be installed on entrance to Gated Road. Councillors felt that as this was a public right of way this would cause problems for many people and was not a suitable solution to prevent fly tipping, racing cars etc. Cllr Truman will report back to PCSO.
Cllr Todd reported that a sign had been erected advertising moorings available along footpath near Red Bridge. It was suggested that we write to the Environment Agency to see if they are aware of signs and send a copy of our letter to Nassington and Fotheringhay Parish Councils.
Lynda Porter had written to the Parish Council a resume of her conversations with Mr Robinson concerning signage on footpaths to keep the council up to date with the situation. Copies will be circulated to all councillors.
Cllr Porter confirmed that work had started on installing gates and repairs to bridge in Mr Fray’s field.

13. Reports from Councillors:
Cllr Shrive – street light at Carrs Farm (swan neck is broken), light in back lane cover hanging off, drain outside Highgate House needs clearing. Clerk to advise the appropriate authorities.
Cllr Kirk – grass bank outside Mr Salerno’s, could we request our grasscutting contractor to cut edge as it is on a slope. Proposed contractor add to his list Cllr Kirk, seconded Cllr Shrive, all in favour. Cllr Burgess will advise contractor.
Cllr Kirk – drain cover outside Mr Sanderson’s house still not fixed – appropriate authorities had been advised, clerk will chase.
Cllr Kirk – lights at school on 24/7 – clerk to write to school to ascertain what the problem is.
Cllr Truman requested of all councillors to advise clerk of any issues that arise during the course of each month between meetings direct (ie light not working) rather than wait until Parish Council Meeting.
