MINUTES OF ELTON PARISH COUNCIL MEETING HELD IN THE HIGHGATE HALL ON TUESDAY 23RD MARCH 2010 AT 8.00 P.M.

2. Declaration of Interest

3. Minutes of 16th February 2010
Cllr Porter proposed minutes agreed, Cllr Burgess seconded, all in favour.
4. Matters Arising from the Minutes of 16th February 2010
All matters covered and current situation advised.
5. Finance/Authorisation of Payments
MHB Services Limited – Lighting Maint. 1.3.10 £46.02
Wendy Gray, Parish Clerk, Wages & Exp. February/March £310.04
Highgate Hall – Hire of Annexe 19th January and 16th February 2010 £22.00
i.net – Annual Hosting account January 2010 to January 2011 £99.88
CPRE – Membership renewal £29.00
Cllr Burgess proposed above payments were made, all in favour.
Insurance claim to be made for set of steps (used when we have skip) – these were stolen on or around 5th March.
6. Highways
Cllr Kirk produced list of areas in the village where pot holes have appeared after recent bad weather – to be reported to Highways.
7. Trees
Letter from resident in Hayes Walk re trees overhanging property.
8. Planning
1000090FUL – Springfield Lodge, Bullock Road
1000238FUL – 5 Brawn Way, Elton
Both planning applications were recommended for approval by members of the Parish Council.
Site visit carried out by Cllrs Kirk and Hidderley on progress being made at No. 2 Overend. Cllrs met with Architect and were happy with work carried out to date and impact it may have on the wall of The Pound. Further meetings will be arranged as work progresses.
9. Greens & Verges
Quotation received re grasscutting. As the figure is a lot higher than anticipated further clarification to be sought. Question was asked “can we claim from CCC or the Diocese” for cutting grass in the Churchyard, Parish Clerk will investigate.
10. Correspondence
Street Light, School Lane – e-mail received re possibility of installing a further street light at the top of School Lane, this was discussed and decision taken not to recommend.
Visits to Police Control Room – Cllrs Burgess, Kirk and Nicholson would like their names to be put forward.
Election correspondence received – copies given out to Councillors that were present at meeting, copies to be sent to home address of Councillors that were absent. Notices have been placed on Parish Council Noticeboard.
11. Reports from Councillors
Cllr Burgess – could we request copies of ordnance survey maps from HDC
Parish Clerk was advised by residents of The Priory that they will in due course be repainting windows. Would the Parish Council or residents of the village have any objection to the colour which they wish to use. As the Priory is a listed building they will be seeking advice. Cllr Kirk is happy to liaise with residents on behalf of Parish Council.
Six crimes were reported by PCSO Barry Chamberlain over the last four weeks, consisting of sheep running loose around village, domestic incidents, suspicious attempted burglary, theft of steps, theft of oil, large supply of cannabis found and subsequently disposed of.
Cllr Shrive advised that “pikies” are around the area, please be vigilant.
