Draft Notes – Annual Parish Meeting of Elton Parish Council took place in the Highgate Hall on Tuesday 16th May 2017 at 7.30 p.m.
NOTES
PRESENT: Cllrs Cummins, Donoyou, Gentry, Holman, Langlands, Porter, Smith and Strowbridge.
BY INVITATION: HDC District Cllr R Mathews, Cambs County Cllr S Bywater, Mr Peston (highways)
IN ATTENDANCE: Mrs W Gray Parish Clerk, 34 members of the public
were signed, seconded Cllr Donoyou all in favour.
Cllr Gentry resolved (a),(b),(c) accepted, seconded Cllr Cummins, all in favour. Document duly signed by Chairman and Parish Clerk and RFO.

Chairman’s Report – Year ending 31st March 2017
In compiling this year’s Annual Report, may I give thanks to all who served on the Parish Council during the year?
I am especially pleased to welcome our new councillor Fiona Langlands who I am sure will be a great asset to our council.
May I also thank and acknowledge the contributions made by my other fellow councillors.
Again, I must reiterate how fortunate I am to have a very hard-working Vice Chairman in Richard Donoyou who throughout the year has worked tirelessly on behalf of the Parish Council to the benefit of all residents’ work as our Tree Warden is also very much appreciated
I believe our greatest challenge last year was the threatened development of Sibson Airfield and the very adverse impact this would have had on the village. I believe it was the combined efforts of The Parish Council, Elton Society and Elton Estates together with our MP, County and District Councillor that led to the Government abandoning their support for this foolish proposal. However, we will remain vigilant in resisting any attempt to revive the scheme. I would especially like to thank Tim Cummins for his excellent work in producing literature to counter the developer’s leaflets.
May I also thank Mark Gentry for his sterling work with the Community Speed Watch, Richard Smith for his efforts to improve the A605 Junction? Ray Rankmore for his excellent work on the PC Budget and very professional reports on the village shop.
Many thanks as always to Mrs Wendy Gray our excellent Parish Clerk for her very professional assistance and hard work assisting with Parish matters. I will say again that we are most fortunate in having Wendy as our Parish Clerk.
During the year, the Parish Council has again dealt with a full agenda of topics, those of main interest being: –
I would like to close by thanking Mr David Strowbridge for his efforts on neighbourhood watch and PCSO Emily Bryant our village police officer.

MINUTES OF ANNUAL GENERAL MEETING OF ELTON PARISH COUNCIL HELD IN THE HIGHGATE HALL ON TUESDAY 17TH MAY 2016 IMMEDIATELY FOLLOWING THE ANNUAL PARISH MEETING
Present: Cllrs Cummins, Donoyou, Gentry, Holman, Owen and Smith
In attendance: Mrs W Gray Parish Clerk, County Cllr M MacGuire – no members of the public were present.
Election of Chairman – Cllr Cummins proposed Cllr Holman, seconded Cllr Gentry – all in agreement. Relevant documentation was signed.
Election of Vice Chairman – Cllr Holman proposed Cllr Donoyou, seconded Cllr Cummins – all in agreement. Relevant documentation was signed.
Normal Parish Council meeting commenced:
Cllr Owen proposed, seconded Cllr Gentry that above minutes were signed as a true and accurate record of meeting, all in agreement.
16/00291/FUL – no Parish Council comments on the website – Parish Clerk to contact planning to ascertain why nothing is listed.
16/00587/FUL – The Smithy – website shows 4th May 2016 revised plans, the Parish Council have not been notified of any revisions – Parish Clerk to contact planning to ascertain why nothing has been forwarded to the Parish Council. (Subsequently, noted that application has been withdrawn.)
Meeting re Red Bridge residential boats – Cllr Smith attended on behalf of Parish Council as an observer. Sue Scott, Enforcement Officer for East Northants is progressing.
Expenditure to date is what is expected.

Cllrs Cummins and Donoyou to meet with Skanska to move forward.
Nothing further to report.
No new planning applications received.
New Contractor has started, first efforts have drawn a number of responses from the village – Cllrs Donoyou and Holman will arrange to meet up with contractor to walk around area and iron out any issues.
Electoral Review of Cambridgeshire
Cllr Smith reported all trees growing well, appeal for helpers to weed around trees, will send out a few emails to previous helpers asking for assistance.
Bench on Stocks Green has collapsed, Cllr Smith will see if can be fixed.
Bins – Keep bin 8 – Parish Council will remove one’s that are not required. Swap bin 10 for 9.
Speedwatch – date to be obtained for training.
Report read out on behalf of Cllr Mathews.
Road Signs – not working (not illuminated).

Chairman’s Report – Year ending 31st March 2016
In compiling this year’s Annual Report, may I give thanks to all who served on the Parish Council during the year.
I am especially pleased to welcome our two new councillors Amanda Owen and Mark Gentry both of whom have made very positive contributions to our meetings.
May I also thank and acknowledge the contributions made by my other fellow councillors.
I am most fortunate in having such a hardworking and gifted Vice Chairman in Richard Donoyou. Richard’s contribution to our meetings and particularly in the field of planning, verges and footpaths have been outstanding. May I also thank him for his tireless efforts as our Tree Warden.
Tim Cummins for his continued efforts and interest and work on our Street Lighting and other Council expenditure.
Ray Rankmore who continued to provide a very experienced and professional hand with our financial matters.
Mike Porter for his vigilance on our footpaths and especially his good humour.
Mrs Shirley Strowbridge who has continued to bring to our attention many matters of concern in the village. I am delighted that Shirley is no longer our sole lady councillor and hopefully we will continue to address the imbalance over the years to come.
Mr Richard Smith again for his hard work on the A605 junction and also for his great efforts on the Spinney. The rewards will come in the years to come but the seeds (or rather saplings) have been sown. Richard has also kept abreast of the progress of the various planning applications that have come before us.
Many thanks to Mrs Wendy Gray our excellent Parish Clerk for her very professional assistance and hard work assisting with Parish matters. I will say again that we are most fortunate in having Wendy as our Parish Clerk.

I would like to close by thanking Mr David Strowbridge for his efforts on neighbourhood watch and PCSO Barry Chamberlain our now retired village police officer. We look forward to working with his successor Emily Bryant.
I would also like to extend a very big thank you and the Parish Council’s gratitude be extended to Cllr M MacGuire in respect of helping resolve issues with Stocks Green.

2. NOTES OF MEETING 2012 – Cllr Hidderley proposed that the notes of the meeting were signed; this was seconded by Cllr Doughty and carried unanimously.
3. CHAIRMAN’S REPORT: The Chairman circulated his report to the Councillors and again reiterated his thanks to support he had received from council members.
4. AUDITED ACCOUNTS FOR THE YEAR ENDING 31ST MARCH 2013 – The accounts have been completed by the Parish Clerk and the Internal Auditor. The Parish Clerk read through the accounts and confirmed that these were now available for public viewing. It was agreed that a Councillor/Councillors would be in attendance with the Parish Clerk if any members of the public wished to view.

4. AUDITED ACCOUNTS FOR THE YEAR ENDING 31ST MARCH 2012 – The accounts have been completed by the Parish Clerk and were currently with the Internal Auditor. The accounts will be signed off at the next meeting.
